1
1
1
147
12/27/71
giving away land that actually belongs to congregation members living outside
of the community. However, they might sell. Mr. Jaworski was asked to contact
the Church to see if we can get an easement or purchase the land. The Clerk
was asked to call Mr. Torkildson to see if they can do anything with the ditches
and then to send copies of his remarks to the members.
A bid on tape recording equipment had been received from Schaak Electronics.
Mr. Bohjanen stated that his 2 contacts had been too busy over the Christmas
season to come in, but would in January when we. would get better prices.
The Clerk read a letter from Centennial State Bank of Lexington stating that
they had received a $2000.00 Certificate No. 1464 in the name of Floyd or June
Miller which they were holding against a road improvement until requested to
release same by the Village Clerk. Mr. Locher stated that he had the deeds,
but hadn't had time to check the tract index against the names. Otherwise,
the deeds were properly executed for the southerly 66 feet of the NW 1/4 of the
SW 1/4 of Section 3. Mr. Gotwald had stated that this was sufficient for a turn-
around. Mr. Bohjanen moved to authorize the Attorney to make the check of the tract
at the courthouse, and to inform the Clerk to sign the proper papers for accepting
the deeds. Seconded by Mr. Cardinal. Carried unanimously. Mr. Miller asked
if this took care of the variances too. Mr. Locher stated that the variances
could be issued as soon as he had made that final check and so informed the
Clerk that all was okay.
Mr. L'Allier mentioned that Mr. Gotwald had another meeting and would like to
give his report early. Mr. Gotwald stated that we had opened bids on the pump -
house and the controls, and read his letter on the tabulation of the 7 bids
which stated that the lowest responsible bidder was Loosen Plumbing & Heating
with a bid of $40,430.00 on the base bid. The base bid utilized a conventional
building, and the alternate bid a metal building. Mr. Gotwald noted that
usually metal buildings were cheaper, but in every case the metal buildings
were bid from $1500 to $2000 higher. He recommended awarding the bid to the
lowest bidder. There was discussion. Mr. Gotwald stated that the 5000 gal.
tank would take care of approximztely 300 lots; the well would be able to take
care of the entire Jandric area. The tabulation sheet was passed around for
perusal. Mr. Gotwald noted that Mr. Locher was in the process of acquiring a
lot for the pumphouse. He described the building specs, and stated that it
was a State requirement that in the future we would need a lab technician to
run constant tests on the water. The bids fell within their cost estimates.
Mr. Cardinal moved to grant the contract for the pumphouse, piping and appur-
tenances to Loosen Plumbing & Heating in the amount of $40,430.00, subject to
their filing of the bond. Seconded by Mr. Rosengren. Mr. Gotwald noted that
it took some time to prepare and sign the contracts and that he couldn't say
exactly when they would begin the work.
Mr. Gotwald said that the motor and pump were a separate proposition. The bids
were opened on December 9th; he read his recommending letter on the 7 bids,
which ranged from the low bid by Layne - Minnesota of $2,832 to the hidibid of
$3,630. Mr. Gotwald recommended that Keys Well Drilling be awarded the con-
tract for the following reasons:
1. The difference between the low bid and the Keys bid is $168 or 5.9%.
2. The well was constructed by Keys Well Drilling Co.
3. Since the pump depends to a large extent on the well construction for pro-
per operation, it would be in the best interest,of the Village to have one
contractor solely responsible for the construction of the well and the
installation and operation of the pump and motor.
Mr. L'Allier asked if Keys would do the work for the sameprice as the low
