12/27/71 <br />Mr. Cardinal asked Mr. Gotwald about the check he was to make on the Chomonix <br />.plat. Mr. Gotwald stated that this was basically unchanged from the original <br />plat and that he had written a letter of approval on the preliminary plat. He <br />then left. <br />The hearing on the,Jerdee special use permit was called to order at 8 :57 p.m. <br />Mr. Locher read the notices and affidavit of mailing, stating that all were in <br />order. No one wished to speak in opposition. Mr. Cardinal gave the reeommenda- <br />tion'of the P&Z which was that the Council issue the permit. Mr. L'Allier read <br />the uses from their minutes. <br />Mr. Cardinal moved to grant a special use permit to Eugene Jerdee and Delores <br />L. Jerdee, to allow them to operate a small engine repair shop at 899 West <br />County Road J, not to include snowmobile engines, and to sell lawnmowers, garden <br />tractors and snowblowers, new and used, within the existing buildings, subject <br />to annual inspection as to compliance. Seconded by Mr. Rosengren. Carried <br />unanimously. The hearing closed at 9:03 p.m. <br />The hearing for requested rezoning by Forrest Tagg was called to order at 9 :04 <br />p.m. Mr. Locher read the notice:, the legal description and the affidavit of <br />mailing, noting that it was published in the Forest Lake Times on Dec. 2nd. <br />All were in order. No one wished to speak in opposition. Mr. Cardinal reported <br />that the P&Z had been advised by Mr. Van Housen that there was an inadequate <br />submittal, and Mr. McLean recommended that the hearing be continued until the <br />January meeting if Mr. Tagg can come up with the necessary information. Mr. <br />L'Allier stated that he understood what they had wanted was a complete site plan <br />laying out what the entire parcel would be used for. Mr. Tagg was confused as <br />to what he actually needed, stating that he had a plat map there. The P&Z had <br />not wanted to rezone the entire parcel, but only where the motel was to be lo- <br />cated. He wished the spot where the sign would be located to be rezoned also. <br />Mr. Tagg stated that he had not yet had the opportunity to talk with Mr. Gotwald <br />as had been suggested. Mr. Locher stated that his recollection was that,Section <br />5.03 of the zoning code had not been fully complied with in that all of the plan <br />had not been submitted to the Planner and the P&Z at least 10 days ahead of the <br />hearing, and that there was supposed to be a discussion netween Mr. Tagg and Mr. <br />Gotwald on sewer and servicing for sewer. He noted too that the entire parcel <br />had been in the notices and that we could rezone any part of that parcel, but <br />could not go beyond those limits. He thought that the feeling of the P&Z was <br />that only the portions for which Mr. Tagg had use should be rezoned at this time. <br />It had been mentioned that we have rezoned 3 corners of the intersection of 35E <br />and they have been sitting there doing nothing for 3 or 4 years now. Also, he <br />had not acquired highway access. There was discussion on this, with Mr. Locher <br />noting that we can't rezone a lanlocked parcel; he suggested spot zoning for <br />the sign. <br />Mr. L'Allier asked the Clerk to send a transmittal to Mr. Van Housen to see <br />exactly that he wanted and also to let the Engineer know he is to contact Mr. <br />Tagg. Mr. Jaworski noted that he had talked with one of the board members of <br />the church who had indicated that the road easement matter had passed the board <br />and was not waiting for a vote by the congregation after the first of the year. <br />Mr. Tagg asked about the screening. Mr. L'Allier didn;t know what the thoughts <br />of the P&Z were on screening around a nice building. Mr. Bohjanen felt that <br />this should be open for various idead on screening different types of buildings. <br />Mr. Cardinal moved to reset the Forrest Tagg rezoning before the P&Z at 8 :30 p.m. <br />on January 19th and before the Council at 8 :30 p.m. on January 24th.
