152 <br />12/27/71 <br />Their main problem was obtaining sewer service. Mr. Herbst stated that the <br />original plan of the Metro Council was to run sewer up Centerville Road from the <br />South, but this plan had been discarded in favor of a line from Circle Pines, <br />and this would be 2 miles cross - country from the project. Mr. L'Allier noted <br />that the Metro trail was a thorn in our side, and that the Council had gone on <br />record against this in favor of having the counties and municipalities work out <br />their own park or trail plans. There was discussion. Mr. Olson stated that the <br />big gravel cut would be under the parking lot and shopping facilities, they will <br />try to utilize the lay of the land. Mr. L'Allier advised that it would be hard <br />to give an answer on the sewer now as this would depend on their timetable. <br />They might be able to negotiate with another Village for sewer. <br />In regard to a comprehensive plan, Mr. Olson stated that he was able to get out <br />of the Metro Council the fact that they don't have any intentions in developing <br />sewage lines along the freeway. But in the past development has followed the <br />freeways. Mr. L'Allier noted that the Village would like to see development <br />come as it pleases. Mr. Olson felt that the first phase of the project might <br />come in 2 to 2 1/2 years. After discussion, Mr. L'Allier advised Mr. Herbst to <br />contact Mr. Bohjanen when they wish to bring in more plans. He thought the <br />concept looked good. <br />Mr. Rosengren had no report. Mr. Bohjanen stated that he had rescheduled the <br />meeting with the other Mayors on the fire contracts for Jan. 3rd at 8 p.m. Also <br />the 2 tape recorders he had mentioned earlier had fizzled out, being too close <br />to Christmas. He was quite concerned with the number of breakins over the <br />Christmas period. Mr. Bohjanen stated that he understood that Blaine had a <br />marking system in which homeowners could put numbers on their furniture or <br />appliances which might aid in recovering same if they should be stolen. He felt <br />that this might make persons less apt to break in. Mr. L'Allier stated that <br />he had given the material on this to Mary and will get it to Bill. He noted <br />that the Civil Defense was interested in this, and the civic groups might <br />buy some of the engravers to loan out. - Perhaps when we get a full -time police <br />department, this could be done; the individual number would be put on a computer <br />for identification purposes. Mr. Bohjanen stated that he would like to set this <br />up with the County police department. <br />Mr. L'Allier stated that Mr. Bohjanen had felt that the new Council members <br />should be sworn in tonight, and that even though we've always done this at the <br />first meeting of the new year, there is no reasons why it shouldn't be done - -it <br />was a good -idea. Mr. L'Allier asked the Clerk to read the Civil Defense report <br />on their activities for the past year. <br />Old business was taken up. Amending Ordinance 25A on animal control in order to <br />meet the new contract terms was discussed. Mr. Fleming's letter was read, which <br />stated that the daily board for dogs would be increased from $1.00 to $1.50; <br />also the monthly patrol pay to be raised from $15 to $35. The general eoneensus <br />was that the patrol increase exceeded that allowed by the wage and price legis- <br />lation. Mr. Bohjanen moved to authorize the Attorney to request an opinion on <br />this requested increase. Seconded by Mr. L'Allier. Carried unanimously. Mr. <br />Locher felt we should hold up on the amendment until the second meeting in Jan- <br />uary. This will be put on the agenda. <br />Re- certifying the budget was discussed. Mr. L'Allier noted that a special <br />meeting had been held to determine the levy limitation, and that the budget <br />fell well within it. The Clerk had sent all members a copy of the revised bud- <br />get which reflected the increase in State aids to be received in 1972. This <br />had resulted in a zero levy for the General Fund, and an excess of $2086 was <br />put into the Parks & Playgrounds Fund, reducting its levy. Mr. L'Allier noted <br />that the mill rate had been reduced by 12 mills over the prevbus computation. <br />
