1/10/72 <br />Mr. Jaworski moved to accept the responsibilities as listed. Seconded by Mr. <br />Marier, Carried unanimously. <br />157 <br />Mr. Jaworski questioned the reason for not listing a planner in the appointments. <br />Mr. Bohjanen said there was no reason why we shouldn't have one, but he felt <br />that the Planner should report to the P&Z meeting on the 19th and discuss some <br />of his plans and materials with them to see where we sit at this time, so we <br />can take this up at a later date. He didn't see that the Planner had to be <br />discussed at the first meeting of the year; he had planned to bring this up at <br />a later date, Mr. Jaworski felt that this should be brought up and tabled. Mr. <br />Bohjanen recommended that this be brought up at the P&Z meeting on Jan. 19th. <br />Mr. Jaworski moved to table the matter of the Planner until the next Council <br />meeting. Seconded by Mrs. Swanson. Carried unanimously. <br />The Clerk reported that we had received a letter from Mr. Van Housen regarding <br />the revised landscape plan for Chamonix South in which he stated that it was <br />satisfactory and recommended the Council's approval of it. The plan was perused. <br />Mr. Marier noted that it had been mentioned at the previous meeting that parking <br />areas were to be designated. Mr. Gotwald felt that some parking area had been <br />added. After discussion, Mr. Marier moved to send back the prints and have <br />U. S. Lakes Development Co. follow the suggestions of the P&Z Board and the <br />Planner and so designate parking areas to be colored in red and so designated on <br />the legend, this to be submitted in time for the next P&Z meeting on January 19. <br />Seconded by Mrs. Swanson. Carried unanimously. <br />The Clerk stated that a Metro Council staff proposal for an interium housing <br />proposal had been received with copies sent to all members; a hearing on this <br />proposal is to be held on January 20th. <br />Mr. Cardinal had no report. Mr. Jaworski stated that he was still working on <br />2 bids for the warming house; he weld now turn the matter over to Mr. Cardinal. <br />Mr. Marier felt we should make some decision on the Metro Sewer billing for 1972. <br />The bill amounts to $4,190.14 per month. He noted that there are limits to what <br />we can levy on our people, a 6% levy, which we approach in air budget. Mr. <br />Marier moved we on the Council go down to the Metro Sewer Board and state our <br />case to them to defer this bill until which time that the Metro Sewer Board is <br />prepared to give us some assistance and some service. Mr. Jaworski felt we <br />should find out first the results of other communities as far as getting their <br />bills cut down. Mr. Gotwald stated that there is a provision in that law which <br />stated that the Villages have the right to appeal this; he noted that several <br />others have done'so. We can do this any time during the year of the assessment <br />in the form of an appeal letter. We would have to authorize the Attorney to <br />prepare the appeal and with this we could go down to the Metro Council. <br />There was discussion. Mr. Gotwald will get copies of the prescribed form to <br />Mr. Locher. <br />Mr. Marier changed the motion to authorize the Attorney to prepare an appeal of <br />the 1972 assessment by the Metro Sewer Board. Seconded by Mr. Cardinal. <br />Carried unanimously. <br />(This paragraph should preceed above motion) <br />Mr. Bohjanen noted that in the report the Metro Sewer Board was not being very <br />clear on what they were going to give us. Mr. Gotwald agreed; they will start <br />construction and have allocated for engineering costs, but they haven't done so <br />yet. We turned down the bill last year because there was no actual flow; we <br />have reserve capacity but no point of flow. But, they have sent a bill to us <br />and to Centerville based on the fact that they will have some kind of service <br />this year, but we don't really know this, nobody does.
