158 <br />1/10/72 <br />Mr. Marier noted that in the lastminutes we recommended that we take monies out <br />of the other Funds to be placed in the General Fund for gasoline used by the <br />Village. He thought we ought to name the other Funds. The Clerk listed the <br />Roads & Bridges Fund, the Parks Fund, the Civil Defense Fund and the Fire Fund <br />as those using gasoline. <br />Mr. Marier asked if Mr. Miller had received his variances. The Clerk stated <br />that he had. Mr. Locher stated that he had checked everything thoroughly and <br />all was in order. <br />Mr. Marier asked if we had received a ruling from the Wage and Price Board. Mr. <br />Locher stated not yet, that he had attempted to check on it, but hadn't gotten <br />a ruling yet, 'aut expected "it by the end of the week in time for the next meeting. <br />Mr. Marier asked if the credit cards had been turned in; the Clerk stated that <br />none of them had been turned in. Mr. Bohjanen stated that he had talked to <br />Roy today, and he will pick them up this week and return them to the office. <br />Roy had asked if he could have one for emergency use like the Police, but Mr. <br />Bohjanen felt there was no need for the Road Dept.'to be that far away that <br />they couldn't have enough gas to get back. <br />Mrs. Swanson had nothing in particular to report on now. Mr. Bohjanen wished to <br />change the order on the agenda tonight, to have the Attorney and the Engineer <br />give their reports before him. <br />Mr. Locher presented a statement in the amount of $600 from Mr. Charles Howard <br />for his legal work on the $550,000 Temporary Bond Improvement for 1971. Mr. <br />Cardinal moved to accept the statement from Mr. Howard and to pay the $600.00 <br />from the bond monies. Seconded by Mr. Jaworski. Carried unanimously. <br />Mr. Locher noted that some questions had arisen on the Frank Villella prefab <br />home being put up on 4th Avenue. This is a Winnebago prefab home. Mr. Locher <br />felt that the plastic plumbing must be allowed; the other questions were on <br />whether the home meets the Village building code and on whether the plumber <br />doing the work has a license to plumb in Minnesota. Mr. Villella stated that <br />they were going to have a local licensed plumber hook it up. Mr. Dupre stated <br />that he hadn't checked the home yet, but would in a day or so; he had issued a <br />building permit. There was discussion on the building code. <br />Mr. Villella stated that when the Clerk had sent the building code down to <br />Winnebago, they had changed their specs to have them meet the code. The Clerk <br />stated that she had indeed sent the codes down to Winnebago, but that she had <br />not been informed as to who was intending to put up'1 of their homes, nor had <br />she heard from Mr. Dupre if such plans had been approved; she noted that the <br />building permit stated a frame house. When the Winnebago foreman came in today <br />for a plumbing permit and stated that he was installing a modular home, she had <br />refused the permit until the matter could be cleared up. There was considerable <br />discussion on the matter and on previously discussed prefab homes. <br />Mr. Locher stated that since we have no control over the electrical inspection, <br />which is handled by the State, the only question remaining is the inspection of <br />the plumbing and the building by the respective inspectors. If they meet specs <br />or the equivalent of the specs, then he felt they must be allowed. Mr. Bohjanen . <br />stated that the reason he had asked the building inspector and these people to <br />attend the meeting was that he had not inspected any plans for the house and <br />thought we should have this cleared before authorizing the same. He felt all <br />the inspectors should look at it. Mrs. Swanson asked for the square footage. <br />Mr. Villella stated that the total area of the split -foyer house was 1728 sq. ft. <br />without the garage; this was for both levels.
