Mr. Jaworski approved of the appearance of the house, saying that it looked <br />better than those Rehbein built. He felt there was no problem as long as they <br />didn't back up water in the drainage. Jerome Boyd asked if there were certified <br />plans from the manufacturer as to meeting the State code and was told yes. Mr. <br />Gotwald mentioned the previous letter on drainage sent to Mr. Villella and sug- <br />gested that the Road Supervisor check this; he would be glad to help if neces- <br />sary. <br />Following considerable discussion, Mr. Marier moved to accept the building as <br />constructed with the approval of the Building Inspector, Plumbing Inspector and <br />the Electrical Inspector; and that in the future there should be some authori- <br />zation before erecting this type of building so that the plans are okayed. <br />Seconded by Mr. Cardinal. Carried unanimously. <br />The office plans for Ken Rehbein were discussed. Gerry Mategko stated that they <br />would like to get a building permit; they had no other plans for the site at <br />this time. He stated that the location is at least 50 feet away from the Matt- <br />son home on Vicky Lane. The office location is on the West side of Lake Drive, <br />nearly across from the Oasis Lounge. Mr. Locher stated that 30 feet was requir- <br />ed for a rear yard setback and the front setback on a thoroughfare is 40 feet. <br />Mr. Mategko stated that they could move the building further North to comply. <br />Mr. Locher read the requirements for consideration which must be provided under <br />Section 5.03 of the zoning code. Mr. Blackbird stated that Rehbein planned to <br />sell the rema..ning 2 acres of the 3 -acre parcel, and was told that a variance <br />would then be necessary. Mr. Gotwald recommended that the drain field be kept <br />at least 10 feet from the property line. Mrs. Swanson asked how many feet the <br />building would be away from the adjoining private property line; she was told <br />12 feet. <br />Mr. Jaworski moved to send the matter of the Ken Rehbein office building to the <br />P&Z Board in February and that Mr. Rehbein comply with all the requirements <br />under section 5.03 of the zoning code. Seconded by Mr. Marier. Carried unanimously. <br />There was more discussion with the Rehbein people protesting having to wait <br />until February. Mr. Marier moved that the Engineer and the Clerk draft a <br />letter to Ken Rehbein, stating what is lacking in his plans as presented. Sec- <br />onded by Mr. Cardinal. Carried unanimously. <br />Mr. Locher was ready with advice on the Clerk - Treasurer's position. He read <br />portions of Ordinances 43A & B, and stated that her job would come under these <br />ordinances and it would continue as hired last December. Mr. Bohjanen stated <br />that he was just naming the person on the list, that Mrs. June Emerton was <br />Clerk- Treasurer and Elsie Linnell and Joan Heath were Deputy Clerks. Mr. Jaw - <br />orski explained that he just wanted it clear that the Clerk- Treasurer was no <br />longer an appointive job, but a full -time employee and not subject to appointment. <br />Mr. Gotwald stated his only report was on the set of plans submitted to him be- <br />fore the meeting in regard to work which the State Highway Dept. plans to let <br />on Feb. 25th on Highway 49. This involves mostly turn lands, guard rails on the <br />bridge over Rice Creek, eliminating the extension of North Road at the inter- <br />section of Hwy 49 and Old 8 by putting in a curved road further north. Also, <br />they are putting in a bituminous island to separate the traffic from the parking <br />at the Blue Heron. He recommended that the Council approve this, but noticed an <br />omission, namely that there were no turn lanes onto Birch Street. He felt that <br />traffic to the East will increase in this area and turn lanes should be put in. <br />He recommended sending a letter to the State saying that we would like to approve <br />these plans by our next meeting in time for letting bids if they feel fit to <br />add these turn lanes. Mr. Marier moved to accept the Engineer's recommendation <br />and write a letter to the State informing them of our intention and our request. <br />Seconded by Mr. Cardinal.
