1/27/72
171
addition for the off sale license. Mr. Locher stated that the ordinance would
have to amended to allow the on sale bond to cover the requirement for the off
sale bond. Mr. Jaworski moved to approve the off sale liquor license for
Henry Rosengren, dba Hank's Cafe. Seconded by Mr. Cardinal. Vote: Cardinal-
-Aye; Jaworski -Aye; Marier - -No, not until we investigate the insurance. The
Clerk was instructed to get the policy from the office files. Mr. Locher read
the limits on the policy, but noted that there was no cluase stating that 10
days prior written notice would be given the Village in the event of cancel-
lation. Mr. Rosengren was sure that this had been provided last year along
with several others. The Clerk had not brought the folder with her, but thought
that if such a note had been received it might possibly be in the folder. Mr.
Marier felt that the policy should be brought up to date, and that we should
have a letter on this. Mr. Jaworski wished to add to the motion a stipulation
that such a letter be obtained from Mr. Rosengren's insurance agent; this was
okay with Mr. Cardinal. The vote continued: Swanson - -No, not until the policy
is brought up to date; Bohjanen - -No. Motion failed. Mr. Rosengren stated he
would have his agent send a notice immediately.
Mr. Locher reported on his request to the 'stage and Price Board concerning the
increases asked by Bruce Fleming for animal control. Mr. Locher stated that
the increase in daily board and in monthly patrol pay could be allowed if the
increase is merely to cover increases in his costs, but it cannot cover an in-
crease in profit. Mr. Fleming stated that his costs had nearly doubled since
1967, and gave figures for 5 items to show this, as follows:
1967 1971
Dog Food $560.80 $821.04
Phone 287.94 654.68
Oil for Kennel 99.87 188.14
Truck gasoline 378.18 458.61
Veterinarian 116.00 243.90
Mr. Fleming stated that the costs are rising steadily and that he isn't making
any profit on the operation. Mr. Locher noted that the sheet of figures should
be filed with the Clerk and that an amendment should be made to Ord. 25A to
show that the cost of board per animal per day would be $1.50; the number of
the amending ordinance would be 25B. Mr. Marier moved to change the ordinance
to read as suggested by the Attorney, and that it be numbered No. 25B. Seconded
by Mr. Cardinal. Carried unanimously.
Mr. Bohjanen stated that he understood that our Fire Marshall should get State
certification; however, he can issue permits under the Village status; he felt
we should write to the State on this. Mr. Locher stated that he had talked with
the State Fire Marshall's office where it was strongly suggested that Mr. Liv-
ingston attend a course to be held in February. Mr. Bohjanen stated that Mr.
Livingston had indicated that such a course would be held in April and that he
could schedule that one. The Clerk will write to the State.
Mr. Bohjanen noted that the Fire Marshall's car is being kept in the Hall garage
during the cold weather as he doesn't receive many calls now. Mr. Marier inquir-
ed whether the car was in running order and was told yes. Mr. Myhre stated
that the Police are not using the car and suggested that it be painted red and.
Fire Marhshall lettering be put on the doors. Mr. Myhre noted that it was in
very good running condition having just been overhauled, etc. Discussion.
Mr. Bohjanen mentioned that the outdoor flag which had been donated when the
Hall was dedicated had been stolen and he felt it should be replaced. Mr.
Jaworski suggested that the flag is flown only during office hours. There was
discussion. Mr. Marier moved to purchase a flag for $45 and fly it 24 hours
a day. Seconded by Mr. Cardinal. Mr. Jaworski requested that this be put into
two separate motions. Mr. Bohjanen wondered who would put the flag up every
