170 <br />1/27/72 <br />that this system cannot be used for repair work and items for the vehicles in <br />case of an emergency since this work must be taken care of immediately and no <br />department heads are available to sign forms. Mrs. Swanson stated that the <br />slips could be signed later if necessary in emergencies. Mr. Jaworski couldn't <br />see the point in igning forms for requisition two days after the article was <br />purchased. Mrs. Swanson felt that now was the time to start this sort of book- <br />keeping as it would protect the Clerk who must act as Manager and everyone <br />else too. This was discussed at some length. Mrs. Swanson will give this <br />to the Personnel Commission to investigate at their February meeting. <br />Mrs. Swanson had obtained some information on training courses to be held in <br />the spring for local government officials on various topics such as planning. <br />Mrs. Swanson felt that Roy Backlin should look into prices on a storage cabinet <br />for the shop office which would have closing doors. Mrs. Swanson thought that <br />the Council should set a special meeting to discuss the expenditures for the <br />benefit of the new members; perhaps expenditures can be cut. <br />Mrs. Swanson stated that while she was visiting the office a young man had <br />brought in the tine slips for the laborers in the Parks; she had made copies of <br />these slips and analyzed them: she felt that too many hours and too much money <br />was being spent on the rinks and wondered if this was authorized. Mr. Jaworski <br />stated that these people did not work unless he told them to. Mrs. Swanson was <br />critical of the fact that the slips had not been initialed before they were <br />brought in for payment. Mr. Jaworski stated that he was initialing them during <br />the meeting for the time up until Mr. Cardinal took over the Parks. Mrs. <br />Swanson felt that too many people from one family were working in the parks, <br />and that it amounted to over $400 for the one family. Mr. Cardinal thought <br />this was low, noting that we have paid $800 -$900 to one person in one month. <br />Mrs. Swanson wondered if this was permissable and was advised by Mr. Cardinal . <br />that it had never been determined. He stated that getting people to work was <br />difficult. Mr. Jaworski stated that the hours and number of men was determined <br />by need and noted that some of the fellows had asked him if he couldn't get <br />additional help, especially when the rinks have to be flooded after a night <br />game, since the hours got quite late. <br />Mrs. Swanson felt that a list of workers should be made ahead of time; she <br />questioned who kept track of all these hours as the father made out the cards <br />for the boys also. Mr. Jaworski stated that they did not work unless they were <br />instructed to. Mr. Cardinal mentioned that the Parks Dept. was considering the <br />purchase of another tractor which would have a snowblower; however, this would <br />not out down on the time for flooding. Mr. Cardinal stated he was willing to <br />vouch for every time card that this family turns in and that he felt they were <br />all responsible and would not take the Village for 5 minutes worth of time. <br />Mrs. Swanson noted that she was keeping en eye on this sort of situation and <br />felt she had a right to question things. All agreed on this. Mrs. Swanson felt <br />that somebody has to account for each dollar that is spent. Mr. Bohjanen sug- <br />gested that a roster of workers be made up for future use. Mrs. Swanson re- <br />ported that the Environmental Commission would meet the end of February; the C&BDC <br />had not met since she became liaison. The Personnel Commission will meet <br />the first week in February. <br />Mr. Locher reported that thr $3000 surety bond for Hand Rosengren's off sale <br />liquor license application was in order as were the applications. There was <br />discussion on off sale licenses. Mr. Wirier questioned whether he had insurance <br />and was told that there was a liquor liability policy on file in connection <br />with Mr. Rosengren's on sale liquor license. Mr. Rosengren mentioned that there <br />is a duplication on bonds due to wording of the ordinances, that although he <br />has a $5000 bond for the on sale license, he had to obtain a $3000 bond in <br />
