1/27/72 16 5
Jaworski. Mr. Locher answered several questions on the proceedings of the bond
sale. Mr. Marier asked if Metro had yet made a commitment; Mr. Locher noted
that they had authorized construction to the Village of Centerville, that they
are committed on paper only. He noted that the delay in Metro approval had
resulted in the second bid on the lateral system coming in some $60,000 higher
than the first bid. Mr. Cardinal noted that this bid was still lower than the
second lowest bid on the first bidding. Mr. Marier felt that we have money
invested in a dead horse, so to speak, with no commitment as to what the Metro
Sewer Board is going to do, and if they don't come through with it, then what
happens? W. Locher stated that Jandric is going to have to continue to pump
and haul. Mr. Marier, wondered if Jandric could hold us liable for this. Mr.
Locher didn't see how he could; he mentioned some of the history on the sewage
project.
Mr. Marier asked if anyone had any idea what the total bill on the interceptor
would be. He thought it would be $4 million for the Lino Lakes portion of the
interceptor. Mr. Jaworski thought that $4 million was the cost of the whole
line to Centerville and our cost wouldn't be that much. Mr. Bohjanen agreed.
The Clerk was asked to get copies of the Engineer's projected cost estimate on
the interceptor for the new Council members. Mr. Marier felt that the people
of Lino Lakes should be able to get some knowledge of what this sewer will cost
them along with other details. Mr. Bohjanen thought that the Engineer should
be able to furnish us with the total cost of the interceptor by the next
meeting - -a preliminary estimate. Mr. Marier also wanted the figures on what
has been spent so far on the interceptor.
The vote on the above motion to amend the minutes: Aye -- Cardinal, Jaworski &
Swanson; No- Marier & Bohjanen, who wanted to wait until clarification on the
cost of the sewer interceptor is received. Motion carried. The Clerk was dir-
ected to write to the Engineer to obtain the figures by the next meeting.
The scheduled hearing on the Forrest Tagg rezoning request was called to order
at 9 :44 p.m. Mr. Locher read the pertaining portion of the January 19th P&Z
minutes. The hearing had been continued since the necessary items had, not yet
been received. Mr. Marier moved to lay over the Tagg rezoning hearing until
February 28th. Seconded by Mr. Cardinal. Carried. Mr. Locher was given per-
mission to step from the room to answer questions from the Methodist minister
concerning the proposed easement for Mr. Tagg. The hearing was adjourned at
9 :51 p.m.
The Clerk requested authorization to add to the minutes of the October 27, 1971
meeting a lengthy resolution pertaining to the sale of the $550,000 bonds; she
stated that a copy would be attaehed to permanent record book. Mr. Cardinal
moved to add this resolution to the record book. Seconded by Mr. Jaworski.
Carried unanimously.
The Clerk stated that an error had been made in the designation on the sign
permit for Brede, Inc. which had been questioned as to access. The permit was
numbered in past minutes as D1 but should have been #20. She had advised Brede
of the error. Since sign permit #20 comes up for renewal again in April, she
wondered if the Council wished to cancel that permit or wait for renewal. A
letter from Paul Videen guaranteed helicoptor service for inspection of the
sign. It was noted that the sign location is zoned residential, but since the
permit was granted before May 22, 1971, there was no need to rezone to commer-
cial. However, the sign code does require access to all signs. It was agreed
that any action would be held off until the sign comes up for renewal at which
time Mr. Marier would put it before the P&Z. Mr. Marier noted that the P&Z had
requested a list of signs which had been issued since May 22, 1971; the Clerk
will make a list of the freeway signs since granted. She noted receiving a
letter from the State requesting a zoning map for use in connection with con-
