Motion carried unanimously. <br />Mr. Marier reported that Mr. Al Fisher of the Dist. Conservation Dept. of Anoka <br />County had presented a soil capabilities map which can be used for determining <br />the type of building and drainage capabilities a particular parcel has. This <br />was made up a aerial view and taking of coil samples. Today the Metro is us- <br />ing maps in the vintage of 1916, whereas this was done in 1967. The map cost <br />is $125 plus $25 to have the colors added. Mr. Marier felt this would be a <br />great asset to the Engineer and the P&Z Board. The map will show 7 distinct <br />types of .soil compared with the 4 types shown on the old ones. There was dis- <br />cussion. Mr. Marier moved to buy this map in colored form for the cost of $150. <br />Seconded by W. Jaworski. <br />There was discussion. The Clerk mentioned that Mr. Fisher had indicated to her <br />that the photos overlap Centerville and that it might be possible to split the <br />cost with them as they were also considering buying a map. This had not been <br />mentioned at the P&Z meeting. Roll call vote on the motion was unanimous. <br />Mr. Marier reported that the P&Z requested the Council to have the Police Chief <br />see if Bob Wilson on Lake Dr. had a building permit. Mr. Myhre stated that he <br />had been unable to get a home address for Mr. Wilson in order to make the re- <br />quested check. The Clerk offered to try to get the mailing address through the <br />Court Treasurer's office. Mr. Myhre noted that Mr. Locher had been unable to <br />get an address. Mr. Marier wanted an answer before the next P&Z. <br />Mr. Marier stated that Ken Rehbein had made a request for an apartment building <br />a year ago; it is the P&Z's understanding that after one year elapsed, he would <br />have to make another application and resubmit his plans. Mr. Marier felt we <br />should send him a letter giving him 10 days to reply what his intent is on the <br />apartment building. The Clerk will send the letter. <br />Mr. Marier reported that the P&Z had mentioned that the riding stable on Birch <br />St. had advertised in the papers for 24 -hour trail usage, which is in violation <br />of their special use permit; he suggested that proper action be taken. The <br />Clerk mentioned that the special use permit had been revoked, and that the land <br />was zoned limited commercial for boarding and riding of horses. Mr. Cardinal <br />stated that the sign which had been placed on his property at the corner of <br />Birch St. and Centerville Rd. stated a snowmobile trail ranch; he had been told <br />that they were advertising 010+ acres in the paper - -he thought maybe they were <br />including his land since they didn't have that much; at least they were riding <br />on his property. He stated that the older woman at the place had been seen <br />going there daily, but the younger one had left. There was discussion. <br />Mr. Marier stated he watld like to see a letter written to them. Mrs. Swanson <br />moved to have the police investigate the riding stable on Birch St. as to snow- <br />mobile trails and the legality thereof, and to report on such; also, if they are <br />using the horses on the trails. Seconded by Mr. Marier. Carried. Mr. Jaworski <br />felt the police should also check to see if the snowmobiles are licensed as <br />required under State law. It was noted that the main violation would be for <br />charging fees for snowmobile rides or trail use, since this isn't allowed <br />under the limited commercial zoning. <br />Mr. Marier noted that presently the Plumbing Inspector gets about $7.50 per <br />visit, on an average. In checking around he had found this amount to be quite . <br />low, as the fees ranged from $10 to $15 in other places. Mr. Marier felt that <br />
