82 <br />2/14/72 <br />is not cleaned up Mr. Bruder will have to serve 40 days in jail. He said <br />nothing was done on the Safeway Movers case. Mr. Locher had gotten the sched- <br />ule for the fire school- -the current session started in January; the next one <br />is in the spring. He was checking on the police department as to qualifying <br />for State aid per the letter received Jan. 31st, and will talk with Mr. Myhre. <br />Mr. Locher thought we could set up a non- profit organization to administer the <br />funds or a separate fund; he doesn't know yet if we qualify. He stated it <br />would take some time to get the answers on the fees for the League question- <br />naire which was sent to him. <br />Mr. Bohjanen reported that the firstcpen town hall meeting would be on the <br />first Monday in April; he would like to have some flyers made up and put out <br />before the meeting. There will be general discussion; it would be for the <br />whole Council and Board members as well as the public. Mr. Bohjanen stated <br />that he had the information guide pretty well drafted except for a couple of <br />committee chairmen. He plans to put out a map with the new fire dept. lines <br />as an extra sheet in the guide. <br />The Clerk read the police reports for Lino Lakes and Centerville for January. <br />It was decided that it would be unnecessary to type the reports into the min- <br />utes since members receive copies. Mr. Bohjanen asked how the hearing went on <br />the gas. Mr. Locher stated that Judge Larson had called to say that the case <br />would be sent back to District Court in Anoka; he had denied a request on the <br />temporary restraining order. The tentative date for the new hearing is. March <br />10th, but it may be later - he will notify us of the exact date. <br />The Assessor's wages was the next item on the agenda. Mr. Bohjanen stated that <br />he had talked to Mrs. Sarner about the possibility of raising her wages in <br />steps since the percentage of increase was so high. He had talked to the Attor- <br />ney, and the increase request qualifies under the Wage and Price Board regula- <br />tions. Mr. Locher stated that it was ok if it is geared to work load increases <br />without a special hearing. She presently gets $200 per month. Mrs. Swanson <br />asked if anyone had determined the number of hours she spends. Mr. Marier <br />read from Mrs. Sarner's Feb. 9th letter, noting that her average time on each <br />of the 1750 parcels of land to be assessed is about 1 hour. At the rate of <br />$3 per hour, this would amount to $5250 per year; besides, she drives 3000 <br />miles per year with no mileage compensation. In addition she is asked to <br />compute figures by the Council on occasion. After discussion, Mr. Marier moved <br />to give the Assessor a $50 per month raise. Seconded by Mrs. Swanson. Mr. <br />Bohjanen stated that he feels paying for her training is some compensation. Mr. <br />Marier said he tried to look objectively at this, that the increase in work <br />load was not as earthshaking as it looked; we should take it in steps, that it <br />is justifiable to give a 16 1/2% increase; he thought it was being fair. The vote <br />was unanimously in favor. The Clerk was asked to keep Mrs. Sarner's letter on <br />file for future reference. <br />Hank Rosengren's off sale liquor license was next on the agenda, having been <br />denied at the previous meeting for lack of clarification. Mr. Marier read <br />parts of Ord. #31 pertaining to on and off sale licenses, noting that off sale <br />licenses could be issued to drug stores and liquor establishments; he wondered . <br />how we could combine the 2 licenses since it isn't specified. Mr. Locher stat- <br />ed that the ordinance doesn't prohibit both kinds of licenses to one place - <br />the Oasis has both and the interpretation has been such in the past. There <br />was considerable discussion on this. Mr. Locher was asked to draft an amend- <br />ment to the ordinance which would clarify the matter. It was agreed that liquor <br />is allowed by the State to be served with food. Mr. Marier stated the ordinance <br />required a hearing on an off sale license. Mr. Locher noted that State law <br />supersedes ours; he didn't feel we need a hearing in May for all the licenses. <br />
