Carried unanimously. <br />Mr. Gotwald noted that District 2 costs are about the highest in the area. <br />18.1_ <br />Mr. Marier read figures showing how the construction monies had been spent so <br />far, noting that this is expensive. Mr. Gotwald noted that Lino Lakes had no <br />comprehensive plan for sewers - -he had only worked out details for the NW corner <br />of the Village to meet requirements for approval on the Jandric project. There <br />was some discussion on assessments and procedures. The Clerk was asked to read <br />the PCA's letter stating that a comprehensive sewer plan or some agreement was <br />necessary if any future lateral plans were to be approved. Mr. Gotwald stated <br />that our plan was not comprehensive, that we need all sub - trunks and laterals <br />on the plan - -this is needed for sizing our pipes for each developer. Our <br />overall plan only shows interceptors. Lino also needs a comprehensive land <br />use plan. He noted that in Chomonix they are building an 18" sewer, but they <br />only need a 8 ", a 12" water line on Birch St. will be used for whole area later. <br />We will need a 15" line for Glenn for future plans.. <br />Mr. Gotwald commented on the cost of drafting a comprehensive sewer plan, not- <br />int that Carley had charged only a small portion of the cost on the original <br />plan. He thought the amount of $3000 would cover the complete plan; they can <br />hold the bill until next year so that we can go ahead now and budget for it <br />next fall. Mr. Marier asked if we need a comprehensive land use plan first; <br />Mr. Gotwald said yes. Crystal asked when we would discuss the zoning plan <br />and if it was on this P&Z agenda. She was informed that it had been discussed <br />once already and that it was not on the P&Z agenda; we will have to wait for <br />the soils map and for Board discussions; there will be public hearings on it. <br />Glenn asked if he couldn't go ahead with his sewer plan since the Village has <br />no plan. Mr. Gotwald stated that the PEA will not approve it unless we have <br />a comprehensive plan or an agreement that we are working on one. Since we did <br />submit a plan we were working on, we got agreement to go ahead with the Jan - <br />dric plans; but we must do extended work. Glenn asked if he could still think <br />sewer or have to go with septic tanks. Mr. Gotwald noted that the person who <br />pays for a septic system will be unhappy if he has to pay twice, but Glenn <br />can't do the sewer until he gets approval. Mr. Marier said we must consider <br />the timing, of the sewer doesn't get to where you want it, then go with the <br />alternate. Crystal asked if ponding wasn't allowed; Mr. Gotwald said no treat- <br />ment ponds. He gave past history on our request for such a pond in Chamonix. <br />Mrs. Swanson noted that the Metro Council report said 11.7 miles were levied <br />for sewer; she asked what this was based on. There was discussion. <br />Mr. Locher reported that he had gone over the Centerville Fire Contract and it <br />was ok. He stated he had talked with Ed Wasik regarding the new sign laws <br />and the article in the paper. He will get copies of the new sign regulations <br />when they are out; they would like to talk with us. The State is opposed to <br />strip zoning; the Federal Govt. upset such zoning in Kansas. Grandfathered <br />signs will be allowed to stand if they're on commercial lands. <br />Mr. Locher stated that we should have a resolution to set Forrest Tagg's re- <br />zoning hearing in the future. He noted that he has been attending P&Z meet- <br />ings only at their request or if there were hearings scheduled. Mr. Bohjanen <br />asked Mr. Locher, if possible, to let the Liaison know as well as the Chair- <br />man if he will or will not attend. Mr. Locher was asked to attend this Wed- <br />nesday's P&Z meeting. <br />Mr. Locher reported that Leo Bruder was ordered to clean up by the 17th of <br />this month. Mr. Astrup was instructed to inspect his place on the 18th, if it <br />
