Mrs. Swanson moved that a system of accountability <br />for all purchases, even for 1 nail, be adopted immediately, that accountable <br />forms be used with accountable numbering. Mr. Jaworski asked if this was a <br />recommendation from the Personnel Commission; Mrs. Swanson said yes. Mr. <br />Bohjanen asked if she had forms for vouchers; she did and passed around copies <br />of several forms from various communities. Mr. Bohjanen felt that we need a <br />voucher form for attaching to a check and the bill so the amount can't be off. <br />Mr. Jaworski asked how we could adopt this system immediately if we don't have <br />the exact forms now that we are going to use. Mrs. Gould asked what difference <br />it made what forms we use as long as we keep track of the funds; we will need <br />a different system of accountability as we grow. Mr. Bohjanen stated that all <br />Council members would sign the voucher when they approve the checks. <br />After discussion, Mrs. Swanson changed the motion to read that it would go <br />into effect within a reasonable length of time. She mentioned that since the <br />Clerk is working from 6 to 8 hours a day she has time to do the extra work <br />this will entail. Mr. Marier asked if this would come back after study; Mrs. <br />Swanson said yes. Mr. Marier seconded the motion; it carried unanimously. <br />Mrs. Swanson moved to sanction adding to the responsibility of the Personnel <br />Commission acting as an administrative committee of advisory capacity, as is <br />outlined in the State handbook. She wished the Clerk to sit in on some of the <br />meetings to answer questions. What the Personnel Commission wants is an okay <br />to consider administrative duties. They will work with the Clerk. Mrs. Swanson <br />said that as the Personnel Commission is tied in as a subdivision, that the <br />administrative becomes a subcommittee of the Personnel Commission as an extra <br />function of the Personnel Commission; this to be advisory only. Seconded by <br />Mr. Marier. Carried unanimously. <br />Mrs. Swanson gave a brief report on the transit plans which were discussed <br />at the last Anoka County Assn of Municipalities meeting. They have no plans <br />for our area. <br />Mrs. Swanson had no report on the Environmental Commission. Mr. Bohjanen <br />stated they would probably meet on the 24th at 7 :30 p.m. Mrs. Swanson stated <br />that she had been here for the C&BDC meeting but no one had showed up. Mr. <br />Bohjanen stated that things had been mixed up at the end of the year with the <br />change in chairmen; the schedule will be up to the new chairman. <br />Mr. Gotwald's letter dated Feb. 3rd on the possibility of hooking up to the <br />Shoreview sewer was read, listing three possibilities: 1) construct approxi- <br />mately 300 feet of private connection; 2) request Shoreview to extend their <br />lateral sewer to STH 49 and provide a connection point opposite the area to <br />be served; 3) construct a section of Village sewer properly sized for future <br />use with a temporary connection to Shoreview. He recommended that a letter be <br />sent to the Village of Shoreview requesting information on possible sewer ser- <br />vice, method of service and costs; he could then estimate the total cost. <br />Mr. Gotwald felt that unless we know there will be a connection to the inter- <br />ceptor we should send a letter to them to see which method they prefer. Mr. <br />Bohjanen asked what sewer area this was in; Mr. Gotwald thought it might be <br />District 2. Mr. Bohjanen noted that they won't let us do anything otherwise. <br />He mentioned that there will be a NSSSB meeting on Feb. 24th at Fridley at <br />7:30 p.m.; that Area 2 interceptor lines are to be discussed, and he felt we <br />should get the bulk of the meeting before we send a letter to see what the <br />feeling is in the communities. Mr. Gotwald noted that this will take time- - <br />a month or so before we get an answer from Shoreview; he felt we should in- <br />quire, the final decision may come in 2 months.
