Mr. Jaworski thought they may not have the capacity; Mr. Got - <br />wald said they will have temporary capacity, but they will want us to Fay our <br />share, which may be about $3000. <br />Mr. Bohjanen asked if this will take away from our feasibility; Mr. Gotwald <br />said yes, if we charge them for this; in the letter if we do it right and size <br />it for all the area to be served, we would charge or assess for this. After <br />more discussion the Clerk was instructed to write to Shoreview requesting <br />their view on this. <br />Donald Carley's letter dated Feb. 4th regarding the MSB 1972 billing was read. <br />Mr. Bohjanen asked how much of the interceptor is engineered; Mr. Gotwald <br />stated that no money has been spent by the MSB. Cost is based on their report. <br />No money has been spent on the interceptor, only on the comprehensive overall <br />plan. No money has been spent for engineering. Some $33 million has been <br />authorized to spend for bonds and letting bids. The first money will be spent <br />after selling bonds. Lino Lakes is only mentioned in the 5 -year plan since <br />the book was done before our interceptor was approved. He read figures shown <br />on the graph from the plan. <br />Mr. Bohjanen asked if the rest of the communities are appealing the MSB bill <br />at this time; Mr. Gotwald stated that some are, but not most. Those appealing <br />feel that the formula is not correct. Mr. Bohjanen asked if they are going to <br />change the formula; Mr. Gotwald said no, but they will make adjustments. Mr. <br />Gotwald felt that the gallonage used was reasonable if we had the projected <br />connections, but since we might only have 45 connections by the end of the <br />year the flow is impossible as computed. He noted that we have a flow now from <br />8 homes since Jandric is pumping the sewage and dumping it into a Metro sewer. <br />Mr. Gotwald commented on the treatment works cost of which we share a portion; <br />this is sized to last through 1981, then there will be another expansion. <br />There is also capacity built into the lines from Lino down to the treatment <br />plant - -we must pay for our share. Mr. Marier asked if Jandric didn't have to <br />make his own contract to dump sewage; Mr. Gotwald said yes. Mr. Marier stated <br />that this was done on his own. Mr. Gotwald stated that he did it on his own <br />because it is not our responsibility until we accept the sewer lines. Then we <br />will come up with a quarterly charge to the homes which the users will be <br />paying. We can't have Village pumping until we take over; actually, Mary Reh- <br />bein is pumping. Mr. Bohjanen asked if this is not a Village concern, how can <br />he dump into Metro and cause us to have flowage. Mr. Gotwald stated that tia <br />bill was worked out before the pumping. Centerville can have no flowage; 6 <br />other communities have no flowage but are being billed. Some are appealing, <br />but none have won yet; they are being deferred. <br />Mr. Bohjanen stated he would like to get us deferred for some time. Mr. Marier <br />said that Mr. Gotwald shouldn't say that Lino Lakes has flow. Mr. Bohjanen <br />noted that MSB was surprised before to hear we didn't have flow. Mr. Gotwald <br />said that in theory we have flow, but MSB doesn't know we don't, but we will <br />have flow within 30 days or so as the lateral system is nearly complete. fs. <br />Gotwald noted that an individual can get permission to dump into the Metro sys- <br />tem- -this helps to flush the lines. He stated that when we take over the Jan - <br />dric system we will have flow, but the basis of the bill is that they will be <br />spending money in 1972 for the line. Mr. Marier said if the line doesn't get <br />here in 1972 we will be charged. <br />Mr. Bohjanen noted again the the NSSSB meeting on the 24th will have as the <br />main topic the Lino Lakes interceptor; some members may go to court to hold <br />back this line so they won't have to pay for their share of it.
