2/14/72 <br />noted that they could care less about our interceptor, they have their lines. <br />Their costs will go up; but we will pay for ours. The only reasons we are in <br />this is due to the other villages; the MSB will back this. They would like to <br />use the money to build part of the Anoka lines and we would have to pay for <br />that. Mr. Gotwald noted that in light of the letters from the Anoka County <br />Health Dept. concerning poor septic systems, it is in our best interest to <br />get the line in since we will pay for it anyway. <br />Mr. Bohjanen asked if it was wise to get a longer deferment. Mr. Gotwald said <br />he had talked to MSB officials- -they will come out here to talk about this. Mr. <br />Gotwald noted that in deferring the payment we will pay additional interest on <br />all that is deferred. Crystal commented that Mr. Gotwald's points were well <br />taken, that the sewer won't get cheaper; she noted developers all ask for <br />sewer. It won't get cheaper, but maybe it is better to pay interest now since <br />the taxes are high. Mr. Jaworski asked if we would be better off going for a <br />metro benefit. Mr. Gotwald stated that we had budgeted $10,000 and included <br />$50,000 in the bond issue to pay the MSB assessment; also, the users will pay <br />hookup fees. The first section of the line will be used by all in the Village <br />it is of some benefit to all and could be taxed to all. <br />Mr. Gotwald stated that the engineering will be let in March and bonds sold in <br />June and July; if the line gets into Baldwin Lake by fall, we will be lucky. <br />Crystal asked about the Youth Center; Mr. Gotwald said, not this year, but <br />within 4 to 5 years there will be a Village line going that way. The line to <br />the Youth Center is the Village's responsibility since by definition a Metro <br />Line is one which serves more than one village. But, since the Youth Center <br />is a State agency, it qualifies for a PCA grant, we could get a 50% grant. <br />Crystal asked if everybody could out into that line and was told yes. Mr. <br />Gotwald thought perhaps the line going north from Centerville could be over- <br />sized and run into Columbus, then it might become a Metro line. The timing is <br />up to the Village. Crystal asked if we requested it, would the MSB okay it; <br />Mr. Gotwald thought possibly yes. In the Lakeview area we would need a lift <br />station to boost the sewage to the outlet by Centennial Schools. <br />Mr. Gotwald stated if we need further clarification he will meet with MSB <br />again. He had been told by Mr. Dougherty that if ,there is any resistance to <br />our paying the bill they will make no effort to build the interceptor. Crystal <br />said they are having a problem with the water in `twilight Acres; there was <br />discussion on the depth of the wells. <br />Mr. Gotwald's letter dated Feb. 4th on the Lino Lakes - Centerville interceptor <br />was read. Mr. Bohjanen commented that if we appeal a portion of the bill, they <br />try to scare us and won't do anything; this has been their attitude. He felt <br />that we should try to continue to have the bill deferred and request a meeting <br />here, so we get a hearing. Mr. Gotwald noted we have time to make an appeal <br />and gave reasons for asking: we do not have flow at this time; we could <br />delay this, but have commitments to various projects; we can delay payment <br />until we see that they are taking definite action; the monies we collect from <br />hookups will be put in a separate fund to be held until we see progress. Mr. <br />Gotwald offered to talk to Mr. Gnerre. <br />Mr. Marier asked if we didn't move before to proceed with the deferment; we <br />can wait until we see how the council was going on a deferment basis; there is <br />a form in the plan which we can use. Mr. Locher noted we can make an appeal <br />anytime during the assessment year. Mr. Bohjanen stated that a letter has <br />been sent to Mr. Gneere stating that we will appeal our bill. There was more <br />discussion. Mr. Marier moved to authorize the Attorney to draft a letter to <br />the Metro Sewer Board requesting a deferment of our assessment bill for the <br />
