199 <br />3/13/72 <br />questioned Sam Morgan. He had talked to Mr. Herring who made no mention <br />of a completed plan and that they had no commitments on this. He feels <br />that if we have a good stand, then we will be able to come to some agreement. <br />Mrs. Swanson felt that if they were going to do anything for the Metro area <br />the Metro Council should all meet in 1 place and all seven counties should <br />appear at 1 time; they should have 1 meeting per month and save some expense. <br />It was noted we will still have to work with them for what we want so that <br />all the Counties can put their ideas together. <br />Mrs. Swanson asked for action on a resolution similar to the suggested one for <br />Columbia Heights concerning control over total land use power. Mr. Marier <br />moved to adopt the following resolution: <br />RESOLUTION #9 <br />WHEREAS the citizens of Lino Lakes are more informed in their knowledge of <br />their village than anyone else, and therefore, are the best judges of the <br />proper and most profitable use of its land and resources in the general wel- <br />fare, and <br />WHEREAS the right to property guaranteed our citizens under the U.S. Consti- <br />tution extends to include the right to reasonably exercise control over that <br />property and to protect its value, and <br />WHEREAS Home -Rule city and village government, being closest to and within <br />closest reach of the individual citizen, is most responsive to that citizen <br />in the exercise of his property rights, and <br />WHEREAS certain metropolitan officials have announced their intention to seek <br />from the Minnesota Legislature, for the Metropolitan Council, TOTAL LAND USE <br />CONTROL in the seven- county Metropolitan area, <br />THEREFORE, BE IT RESOLVED that the Village Council of the Village of Lino Lakes <br />will stoutly and regularly oppose the extension of its land use power to the <br />Metropolitan Council, or any other alarge governmental unit, both before the <br />Legislature and the Courts, and that Governor Anderson, State Senator Thorp, <br />Representative Plaisance, Metro Councilman Kozlak, and all other members of the <br />Metro Council are hereby memorialized that such is our intent. <br />The motion was seconded by Mr. Jaworski. The vote on the motion was unanimously <br />in favor. Mr. Bohjanen wished it to be noted in the minutes that the resolu- <br />tion will be sent to all persons listed in the resolution. <br />Mrs. Swanson reported that the Personnel Commission had discussed various forms <br />and codes. They wanted unit members on all equipment and wished that all items <br />be assigned to a certain department. There had been some question as to who <br />was to authorize the requisition slips. Council felt that all requisition slips <br />for usual items should go before the Council first before purchase orders are <br />written. Mrs. Swanson said the Commission had talked about field orders under <br />a certain limit - these would have to have a requisition slip within 24 hours. <br />The Council agreed that the requisition slips would be made up on the mimeo- <br />graph and wished Mrs. Swanson to get two estimates at least on purchase orders. <br />Mr. Marier moved to purchase interlocking paper board stencils at $5.49 for <br />marking the equipment, along with a brush and paint, for about $9 total. Sec - <br />onded by Mr. Cardinal. Carried unanimously. <br />
