3/13/72 <br />Mr. Bohjanen asked Mr. Locher if he had finished the questionnaire on legal <br />costs; he said No. Mr. Bohjanen stated that in conjunction with the letter <br />sent to the MSB, the Village Engineer, Planner, Attorney and himself would go <br />down for the hearing and another Board members who wished to attend. <br />Mr. Locher had represented us in the gas case regarding Circle Pines Utilities <br />servicing Molin Concrete; Mr. Bohjanen had attended also. Judge Bakke had <br />taken the case under advisement and will render a decision later. <br />Mr. Locher stated that he had talked with Glenn Rehbein about his 5 -year plans; <br />he has a call into Mr. Busch about what Jandric is going to do. <br />201 <br />Mrs. Swanson asked Mr. Locher if Richard Roberts wasn't supposed to get the <br />number of hogs down to 50. This was discussed; Mr. Locher felt that Mr. Roberts <br />was testing the market before selling. Mr. Bohjanen asked Mrs. Swanson if she <br />had received any complaints; she stated that she hadn't but this wasn't the <br />point, that the man had not complied with the stipulations. Mr. Bohjanen said <br />that he had called all the people around Mr. Robert's farm and none had any <br />complaints. Mr. Jaworski noted that the feeding of garbage had been the main <br />problem. Mr. Cardinal thought that some of the pigs might be slow gainers. <br />Following discussion, the Clerk was instructed to look up the minutes from <br />November on Mr. Roberts' hearing, and to write to Mr. Roberts asking him to <br />report to the Council at the first meeting in April. <br />Mr. Gotwald had no report. Mr. Bohjanen asked Mr. Locher if he had seen any- <br />thing that all burning outside in Minnesota must cease by July 1st. Mr. Locher <br />hadn't heard anything about this or any more on our PCA variance request. <br />Mr. Bohjanen had attended the Metro Sewer Board advisory meeting in Blaine. <br />They will have another meeting to get reports from individuals and what are and <br />what aren't metro benefits. There was some dispute over the draft of the bill, <br />and that the bills in the metro area are not comprehensive. Mr. Bohjanen felt <br />we should see if the lake chain could be a metro benefit. We should see what <br />kind of rates they are going to charge and if they will have a metro hookup <br />charge; they can't call it a hookup charge, but a charge will be made. It <br />makes you wonder how we will be billed for this. If anyone has ideas they can <br />submit them for consideration. <br />Mr. Bohjanen had attended a weed conference in Anoke; he will give the materials <br />to Mr. Ellingsen. Mr. Bohjanen had gotten materials on the State Fire School <br />to be held on April 24 -27th at the Nicollet Hotel. He felt that the Fire Mar- <br />shal should attend portions of this school pertaining to the use of various <br />equipment and that he should be reimbursed for work time lost. There was some <br />discussion. Mr. Livingston will decide which session of the school to attend <br />and report back. <br />Mr. Bohjanen had gotten a letter from Anoka County Council of Economic Oppor- <br />tunity on the Neighborhood Youth Corps program hiring high - school students from <br />low - income families at $1.65 per hour to help such persons to stay in school. <br />Mayors are to help plan this. He asked the Clerk to make copies for the Per- <br />sonnel Commission. He had received verified census figures showing our 1970 <br />census population to be 3692 in 782 living units for an average of 4.44 persons <br />per living unit. The State average is 2.98 persons per unit. <br />Mr. Bohjanen had received a late request from the County Agricultural Extension <br />Bureau to determine the number of dead trees in the community; these can be <br />re- cycled. He wondered who would make the count. Mr. Bohjanen noted that he <br />and Mr. Locher had been in court all day Friday on the gas cage; he hoped that <br />we would get it settled soon. <br />
