3/13/72 <br />The Clerk read the police reports for February for Lino and Centerville. Mrs. <br />Swanson had a question on how the number of homes to be checked is determined. <br />The police are to report on this at the next meeting. <br />Mr. Bohjanen stated that he had received a letter £ran Centerville - they want <br />$1000 for the police car, a '69 Ford. That figure had been used last year; the <br />amount we had spent on the car would be deducted. Mr. L'Allier noted that this <br />had been an informal offer only. After discussion it was agreed that Mr. Bohjanen <br />would contact them again with a counter proposal to be determined by the blue <br />book price and the amount we have spent on it for equipment. <br />No one had yet appeared in behalf of the Riding Stable. Mr. Cardinal wondered <br />who this S. Wilson person was as he knew several people over there but none by <br />that name. Mr. Jaworski felt we should prosecute as we have been more than <br />fair with them, but they don't seem to answer our letters. Mr. Locher noted <br />that we would need evidence and investigation by the police. Mr. Marier moved <br />to have the police investigate the matter and issue a tag. Seconded by Mr. <br />Jaworski. Mr. Cardinal didn't know if he was in favor of issuing these tags as <br />they only cost the Village money for the Attorney, the police taking time off <br />to appear in, court, animal oontrol, etc. The vote on the motion, after dis- <br />cussion, was unanimously in favor. The Clerk was instructed to leave a note <br />for the police to issue the tag as soon as possible. <br />Mr. Locher commented on the Waste Control Rules and Regulations from the Metro <br />Sewer Board, noting that they want us to adopt these either as a municipal code <br />or a supplement to our code. He felt that Mr. Gotwald should look at the regula- <br />tions since they contain much engineering detail. Mr. Gotwald will obtain a <br />copy to study and will report. <br />The Clerk read a bid which Mr. Backlin received from Miller Bros. Construction <br />stating that the estimated cost of constructing a wooden crib, material and <br />labor, size 61x121xB' high to meet with the balcony, to be between $475 -$500. <br />Mr. Backlin had supplied a catalog with metal fencing and other items. The <br />Council instructed Mr. Backlin to come up with a price for a metal and wire <br />crib, choosing the items he felt would do the job for a comparative crib. <br />Mr. Gotwald had submitted a letter stating that he had inspected the restora- <br />tion work done on the borrow pit operated by El Rehbein & Son, Inc. on the <br />Lloyd Erickson farm on West Rondeau Road, and that the work passed inspec- <br />tion. Mr. Cardinal moved to release the bonds on the borrow pit and road work <br />for El Rehbein & Son, Inc. Seconded by Mr. Marier. Carried unanimously. <br />Glenn Rehbein was given the floor. He asked how he stood on the sewer and water <br />in Shenandoah. He stated that if the Council required him to bond for the sewer <br />and water installation it would cost him some $822,000 in cash to do so, and he <br />couldn't manage this. Instead, he would have to put in wells and septic systems <br />or let the Village do the bonding like they did for Jandric. He noted that he <br />had tried to make the matter simple by doing the work himself. He mentioned <br />that the $292,000 cost of the Jandric systems was higher than for his, but <br />Jandric had only put up $50,000 in collateral, whereas we are asking him to put <br />up $822,000 for $235,000 worth of work, which was unfair and not feasible. <br />Glenn stated that he has bids on the roads now and doesn't want to fool around <br />while waiting for an answer on this. However, if we want him to put in wells <br />and septic systems, which is not right, he will do so. He has already sold <br />four new homes and two models; he can't keep going like this without an answer. <br />Glenn stated that the Council had the wrong idea on the NSP lighting - NSP only <br />wants to know if the Village feels that they will put street lights in the <br />1 <br />1 <br />1 <br />
