3/27/72
was no meeting for a particular night, they could meet at 8 p.m., otherwise at
7 p.m. Mrs. Caron said they could be out in a half hour. Mr. Bohjanen thought
they could go on Thursday night and break up early if something else is on.
Mrs. Swanson thought she could tell the Clerk.
Mrs. Swanson moved that we allow the Council room to be used for the TOPS or-
ganization, and stipulate the time from 7 p.m. to 8 p.m., and if they are in
agreement, Mrs. Caron will notify us. Seconded by Mr. Marier. Carried.
Mr. Bohjanen introduced County Commissioner Bob Burman. Mr. Burman presented
an envelope with a few tax - forfeit parcels, stating that he would like to have
the papers back by May 1st. Mr. Bohjanen asked that the tax- forfeit parcels
be put on the agenda for the next meeting.
Mr. Burman stated there will be a meeting with a state official on the new
building code on April 25th at 8 pm at the Courthouse in Anoka, and that the
Council and the P&Z were invited.
Mr. Burman mentioned the County highway plan and the Crosstown Corridor which
affects the southern portion of Lino Lakes. He would like to meet with the
Roads & Bridges Committee. Mr. Bohjanen noted that we have no such committee
and suggested that Mr. Burman go to the P&Z with it. Mr. Burman noted that he
will try to get the roads we want; we have time for input. Mr. Burman was put
on the agenda for the April 19th P&Z meeting at 8 P.M.
Mr. Burman noted that the Metro Park proposal had included 6700 acres; however,
Anoka County is making plans for a County park system as a counter - proposal.
He stated that they are thinking about a curfew in the parks. He stated that
they must try to do something or we Sri?.`_ face Motr-) a;.-ain. e n',e Dave:
Torkildson to report on the proposed plan.
Mr. Torkildson noted that the 6700 acres to be taken by the Metro last year
seemed to be quite a lot. He had taken a close look at this area. It was
classified as a regional park. He tried to see if it was feasible for Metro to
take 6700 acres and came up with a plan using 2400 acres, but he had no commit-
ment from the County at that time. He stated that our Planner put together a
plan if his own, and this came out so much alike that they were accused of doing
it together.
Mr. Torkildson showed drawings of the proposal to members. He noted that they
are plar_ning to put together an application for 50% funds from the State and
50% funds from the Federal government.
He said the only firm plan now was for Phase 1 containing 695 acres; they had
deleted the residential area. Mrs. Swanson noted that the plan covered the
West, Northwest and South sides of Centerville Lake, and asked if the St. Paul
Water Dept. didn't own property on that side. Mr. Torkildson stated that the
County was leasing some 430 acres from them. Mr. Marier asked if the County
was going to buy that property. Mr. Torkildson stated they don't know if they
will have to buy that, but perhaps they will have to.
Mrs. Gould asked for an explanation of the areas shown. Mr. Burman said the
most desirable areas for building were not included, and explained what was
included in various areas. Mrs. Swanson asked if it meant that all area out-
side of the lakes is going to be taken for parks except around Reshanau Lake.
Mr. Torkildson said they don't anticipate it as a County park; this shows
marginal low land. Mrs. Swanson asked if 2400 acres will be picked for park
area. Mr. Torkildson stated that the properties in black and white were included.
Mrs. Swanson asked if they wished to use the area from Geo. Watch Lake to
1
