225 <br />4/10/72 <br />Mr. Waalen answered this by noting that they recognized the problem, that due <br />to the mud and frost they had lost traffic to their model homes for a period, <br />that the riads are in a sub -base condition, there is frost along the roadbed. <br />He said that they will be able to do some 'landscaping when it dries up, that a <br />lot of restoring is yet to be done by the contractor, that they only have a <br />small cat in there now, that FHA and VHA deadlines go to July Ist, and he would <br />like to use that date. <br />Mr. Cardinal stated that they couldn't do much(unti1 the road restrictions are <br />off so that they can move their equipment. Mr. Marier felt that by June 15th <br />the place shoudld be in good shape. <br />Mr. Marier mentioned that at the open meeting held on April 3rd, some question <br />had come up as to septic tanks. He asked the Clerk to give him a list of the <br />persons to whom the County had sent letters on their sewer systems, as well as <br />a copy of the letter itself if it is in the file. <br />Mr. Gotwald said that he had a copy of that letter, and that last year the <br />people had been instructed to call him for advice on renovating their systems. <br />Mr. Gotwald had received only a few calls, and felt that the people should be <br />advised to contact the Plumbing Inspector, who could look at the systems and <br />tell them how to do the job to Village code. If there were unusual circum- <br />stances, then they could call the Engineer. Mr. Gotwald felt there was nothing <br />to do in the 4th Avenue area to alleviate the situation but to put in a special- <br />ized system. <br />Mr. Marier noted that some parties on 4th had septic system problems, but that <br />they had no seepage into their basements. Mr. Gotwald said he had glanced at <br />the area last week during the road inspection, and he had seen water within 3 <br />feet of the roadbed. One party had told him that their drainfield was <br />constantly in water. <br />Mr. Marier asked the Clerk to see that the P &Z looks at all building permit <br />applications for single- family dwellings before she issues permits, starting <br />right away. <br />Mr. Marier asked the Clerk if she had called Al Fisher concerning the soils <br />capabilities map. Clerk stated she had called Fisher's office and had been <br />told that the map was still at the company that makes the composite, and that <br />it would be some time yet after Fisher gets it before it is done. Mr. Marier <br />asked the Clerk to call Fisher again and to let him (Marier) know what results <br />she gets. <br />Mrs. Swanson said she had been told that some people were having a problem with <br />the Plumbing Inspector not being available during the day for inspection. Mr. <br />Marier asked her to please bring these matters to his attention at some time <br />other than at a meeting; he had heard of no such problem. Mrs. Swanson asked <br />about the air test and extra inspections. Clerk stated several plumbers had <br />told her that the State Code said that air tests were not required if the <br />inspector was not available during working hours to make the test, and that <br />they did not have to leave their compressors overnight. <br />Mr. Locher read portions of the Plumbing Ordinance which stated that the Inspec- <br />tor will make necessary inspections within 48 hours of completion of the job, <br />and at a reasonable hour. There was no specific number of inspections and the <br />burden was placed upon the contractor. <br />
