22t
4/10/72
There was discussion on this with Glenn Rehbein, Clyde Rehbein and Don Waalen
all stating that there could be a lot of prQbJems if they had to leave their
houses open overnight for the Inspector's convenience, as well as if they had
to give him a key for the houses, that it was not reasonable for them to pay
their plumbers $15 per hour to wait for the Inspector. besides which the
plumber often moves out of town for the next job. They felt that the Plumbing
Inspector should be bonded to cover any Tossed or damage which might occur
while he has a key to their houses.
Mr. Marier moved to bond our Plumbing Inspector for $10,000. Seconded by Mr.
Cardinal after sone discussion on the amount to set. Carried unanimously.
Mrs. Swanson reported that she had presented her ideas on gasoline accounting
procedure to the Personnel Commission. The had felt there would be a daily
accounting with a weekly tally per sheet, and that the overall tally would be
done on a monthly basis. Mrs. Swanson desired that the Clerk do this overall
tally on a bi- weekly basis. There was some discussion on the procedure, with
the police noting that they were putting down their speedometer readings, but
that the resulting gas mileage figure had little meaning since much of their
time in the car is spent with the motor idling. It was felt that they could
continue putting down speedometer readings of they wished, but it was not
required.
Mr. Marier moved that the Clerk compile the readings from the gasoline usage
sheets on a bi- weekly schedule. Seconded by Mr. Cardinal. Carried unanimously.
On Mrs. Swanson's recommendation, Mr. Marier moved that each department keep
complete accountability for their department by keeping account of where their
money is spent, how much and for what. Seconded by Mrs. Swanson. Carried.
Mrs. Swanson reported that the Environmental Committee had discussed snowmobile
laws, what we are going to do about a park system, and whether the areas we
designate as parks will be the same as those which the County are proposing.
Mr. Bohjanen recommended that Mrs. Swanson contact the snowmobile clubs and
submit their ideas on the State snowmobile laws to the Council.
Mrs. Swanson reported that there had been no C &BDC meeting, that she had heard
nothing from its Chairman, Bill Houle. She noted that their plans hinged on
the soils map. Mr. Marier questioned this; she said she had explained this
before.
Mrs. Swanson reported that she and Mr. Marier had attended a meeting og the
Metro Open Space Advisory Board and that she would report on this next time,
when she had completed breaking down her notes.
Mrs. Swanson made several comments to Mr. Cardinal regarding his reports on the
Park Board meetings, pointing out that;
I. She had brought this up before and felt the Park Board should be doing
something.
2. She reiterated that Mr. Cardinal had not reported on the Park Board at
any meeting this year, and noted that on Feb. 28th, he had said that
he had not received minuted from the Feb. Park Board meeting; she
asked him why he needed minutes to report from when she didn't.
3. Stated that this was the only committee that he was responsible for,
that he draws the same salary as she does, but reports nothing and
does nothing.
