227
4/10/72
4. ' That the Council members had to pull together to reach the goals they had
set, that she-has done more than her share of the work, and that the
members' responsibilities were not equal although the pay was equal.
Mr. Cardinal answered Mrs. Swanson by reiterating what the Park Board had done
at their two meetings, inviting her to attend the next Park Board meeting, and
noted that he wasn't on the Council for the money. Mrs. Swanson said she wasn't
either. Mr. Bohjanen asked them to finish their argument after the meeting.
Mr. Gotwald reproted that he had inspected Village roads with Mr. Jaworski and
Roy Backlin, that Mr. Jaworski had submitted a list of recommendations on the
roads, and that most of the roads were in pretty fair shape except for those
needing seal- coating.
Mr. Bohjanen remarked that he and Mr. Jaworski had planned to meet with Columbus
Twp. next Wednesday, but that Mr. Jaworski might not make it if he were still on
the afternoon shift. Mr. Marier felt that another Council member should attend
besides the mayor; he thought he might be able to make it.
Mr. Cardinal felt taht Mr. Gotwald should get a cost estimate for the seal -coat-
ing which was necessary. Mr. Gotwald noted that we normally seal -coat the roads
every 3 years, but that we didn't do the Lakeview area last year on schedule.
Mr. Gotwald listed other streets needing seal- coating as: Pine Street from Hwy
8 to 4th Avenue, Oak Lane, Linda & Laurene Streets, Aqua Lane, Bald Eagle Blvd.,
and Rolling Hills Drive.
Mr. Gotwald felt that something better should be put on Pine Street, maybe mix
and oil or 2" plant mix.
Mr. Marier recommended getting a total cost estimate on all the roads listed
in Mr. Jaworski's report for 1972.
John McLean asked Mr. Gotwald for a statement on whether there was a correlation
between the number of residents on a road and the service the road received.
Mr. Gotwald said No, that if there is even 1 person living on the end of a
street we have to improve it; also, If we must take a blade 5 miles to get to
1 home, then we try to eliminate the maintenance of that road by surfacing it.
Mr. Cardinal stated that roads which get traveled a lot get preference.
Mrs. Swanson moved to have Mr. Jaworski and Roy Backlin get a cost appraisal on
all the roads in the report before making a decision. Mr. Gotwald said that
on deal- coating and bituminous work hw would get the cost estimate for bids.
Motion seconded by Mr. Marier. Carried unanimously.
Mr. Cardinal said that Mr. Jaworski wanted him to get the Council's opinion on
whether Holly Drive goes all the way through. Mr. Locher said he had checked
on this 3 years ago and found nothing on file at the Court House. Mr. Bohjanen
noted that the easement was on our old record book, and we should decide on
whether it is our road or not. Mr. Locher agreed on the easement in the book,
but noted that there is no record of maintenance for a 6 -year period; he sug-
gested contacting the owners if we want the land. Both Mr. Cardinal and Mr.
Marier stated that we don't want the road. Mr. Cardinal suggested putting up
'dead -end' signs, and noted that Mr. Grygelko had said he would put up a bar-
ricade if it were not a road. Mr. Marier suggested having Mr. Jaworski contact
Mr. Grygelko and report back on his intent, and that we could say there is no
easement and put in turnarounds at the ends of the roads.
Mr. Gotwald stated that NW Bell was requesting permission to install buried
