1
1
229
4/10/72
Mr. Locher stated that ownership of the pumphouse site depends on delivery of
the deeds to the Village, acceptance by the Council and filing. There had been
some alteration in the deeds due to change in location. Mr. Locher stressed
that when everything is done we will accept the deeds.
Mr. Locher stated that he did not get the deeds back on the Peterson Road or
Pine Street, this being where 1 part is maintained by Columbus and 1 part by us.
Mr. Locher stated that, in regards to Orange and Maple Streets, a spokesman,
Mrs. Paulson, had been appointed by the landowners. He suggested the Council
appoint someone to meet with these people so that they know what they are sign-
ing. He noted that the time delay on extending Eva Street south for a turn-
around was caused by the death of Eva Nordin and the fact that Mr. Nordin had
not contacted him about the sale of one lot.
Mr. Locher thought that Mr. Jaworski had the deeds on the Peterson Road. Mem-
bers felt Mr. Jaworski should so the checking on the deeds. Mr. Locher noted
that when he got the okay he would draft the deeds.
Mr. Bohjanen noted that l item not yet mentioned which was brought up at the
town hall meeting was a County culvert on 20th Avenue on the Sawyer property.
He had a call in to Commissioner - Burman on trying to divert the water. On Mr.
Marier's suggestion, Mr. Bohjanen instructed the Clerk to send a letter to
Commissioner Burman advising him of the drainage problem on 20th Avenue on
the Delbert Sawyer and the Morris Carlson properties.
Mr. Bohjanen noted that we had filled out the Minn. Insurance Div.'s letter
on the Police Force.
Mr. Bohjanen recommended that, in conjunction with Art Hawkins' letter, a com-
mittee consisting of I member each from the Park Board, the P &Z, and the Envir-
onmental Committee be set up to take a survey of the most recent draft of the
ordinance for amnagement of the shoreland and flood plain areas of Lino Lakes,
and prepare a final draft for Council consideration; also, that a study group
be set up to investigate the feasibility of establishing a Great Blue Heron
Sanctuary between Rice Lake and the Chomonix golf course.
Mr. Bohjanen felt that the Environmental Committee should hear the County's
park proposal and asked the Clerk to invite them to the P &Z meeting on the 19th.
Mr. Bohjanen reported that the Anoka County Assn of Municipalities had presented
an ordinance on a Green Belt which would tie in with the wetlands; however,
he had not received a copy yet. At the meeting, there had been discussion of
possible County prosecution of municipal offenses, which would save us money.
Mr.Locher noted that there had been a movement afoot to get the Attorney General's
Office to do this, and noted that the taxes would go up on the County level if
they handle the prosecution.
Mr. Bohjanen reported that he had listened to many reports on the Metro Sewers,
Tony Gnerre had explained why MSB needs $200 million for capitol improvements,
and.gave a breakdown on various costs. Mr. Bohjanen noted that Metro can give
an answer to any questions on money. They had talked in terms of having uniform
sewer charges in the Metro area, but they are not even close now. Mr. Bohjanen
said they are studying the 1973 bills for new billing programs, and they are
deciding what areas in which to do feasibility studies. They are considering
the possibility of some hookups in Centerville to the Forest Lake interceptor.
Mr. Bohjanen noted that we have met with the MSB on our sewer assessment, but
