5/8/72 Ge
we don't have the date yet that the matter will go to the Metro Council, but they
will send a letter.
Mr. Jaworski asked if MSB had indicated when they would start the engineering study.
Mr. Bohjanen and Mr. Marier both thought that it would take about 3 months. Mr.
Gotwald stated that the MSB engineer has started, and is working, on the study. The
final report should come within 4 months of the original date.
Mr. Bohjanen reported that the Police Dept. has been stopping in various places where
there are junk cars and excess junk. He recommended that we make May the regular
designated month for cleanup, and after June 1st we will tag excess junk or junk cars
and ask that they be removed. This was discussed with it being decided that flyers
would be distributed by the Police, CD and other organizations such as the Boy Scouts.
Mr. Jaworski moved to declare May as Lino Lakes Clean -Up Month, and that after June
1st we will tag junk cars. Seconded by Mr. Cardinal. Mrs. Swanson asked what
happens if you tag one and they don't remove it' she was advised that there would be
a warning ticket, then a tag and going to court. Motion carried.
Mr. Bohjanen noted that Saturday, May 13th, is National Buddy Poppy Day for the area,
and that the Lino Lakes VFW Auxiliary members will be selling poppies in the Village
with all proceeds going to Vets and their families. Mr. Bohjanen then declared
May 13th as Poppy Day in Lino Lakes for 1972.
Council members had received no volunteers to serve on the Rice Creek Watershed
Advisory Board Mr. Cardinal said that the Board of Managers had received the names
of Glenn Rehbein, John McLean and Art Hawkins as volunteers. Mrs. Swanson asked Mr.
Cardinal if he had asked these men to serve; he said No, that it would be a conflict
of interest. Mr. Marier asked Mr. Rehbein how he had heard about the Advisory Board;
Glenn said he has been coming to the meetings, and that he was quite interested
since the Watershed involved quite a bit of his land.
After discussion, Mr. Marier moved that we have Mr. Cardinal report back to the
Council on the outcome of the Watershed meetings, and to send a letter to the
volunteers that they may participate if they want to. Seconded by Mr. Jaworski. Mr.
Jaworski asked how many advisors there would be; Mr. Cardinal didn't know, but said
they had 61 names so far and they won't turn anyone down' however, some drop out when
they find out there is work involved.
Mrs. Swanson asked what is the pertinence of the Advisory Board; Mr. Cardinal said
that the Board of Managers was still getting organized, have adopted by -laws, and
setting up rules, and regulations which have not been adopted yet. They are pushing
for an advisory board so they can get an overall plan started.
Mrs. Swanson asked about the canoe trip scheduled to see how far they could go on the
open waterways. Mr. Cardinal said that the trip had been set for last Saturday, but
it was bad so they didn't go; it will be set up again.
Vote on the motion carried with Mr. Cardinal abstaining. Mrs. Leibel asked what date
was set for the Watershed Board to meet with Centerville. Mr. Cardinal said there was
none set to meet with the Council that he knew of.
Elmer LaMere came forward to show pictures of a small building and manure which he had
taken out of his window, stating that the building had been moved in by Bill Houle
without a permit, that he had asked him to move it but he won't, and that the building
is on his (LaMere's) land. There was considerable discussion, with Mr. LaMere
stating that the person occupying the building was Paul Buckby, a hippy -type with long hair,
who is there most of the time, and that Buckby's horses run on his (LaMere's) land
instead of their owner's 60 acres. Mr. Locher advised that Ord. #30 requires a permit
to move any building over Village streets, that Mr. LaMere should survey his property
