241 <br />5/8/72 <br />The Clerk was asked to read a letter from Mr. Hutchison, dated April 24th, regarding <br />what we might do in our area as far as septic systems are concerned. Mr. Marier <br />noted that people had been concerned about this at the open meeting in April and <br />we told them we would have answers for them. He asked Mr. Gotwald if he had looked <br />at the areas concerned. <br />Mr. Gotwald stated that one place on South 4th Avenue just North of Lilac St. had <br />their drainfield too close to 4th Avenue. At the other place, Andall St., it would <br />be virtually impossible to build systems according to State Code. He felt that houses <br />in that area should be built on a slab and elevated to put the septic system at least <br />4' above the water table, and then the system wouldn't work long. He thought it <br />would take a specialized system of enclosed tanks which require pumping. <br />Mr. Marier asked if 2000 gallon tanks with 4 -5 houses hooked up on a community basis <br />would work. Mr. Gotwald said the existing houses are too low to do this, but they <br />might have the sewage flow into a collection tank and then pump up to a junction box. <br />Or, they could put in a larger tank (collection). Mr. Gotwald noted that the average <br />family uses 200 gallons of wastewater a day, and 10 homes would put out 2000 gallons. <br />This would require frequent pumping which is not too feasible and out of the question <br />economically. He stated that they could use a solid tank system and pump frequently. <br />Mr. Marier moved that we should write to the people on Andall St. and tell them <br />that there has been a study made in their area by the Council and the Engineer, giving <br />them the two alternatives for septic system improvements for guidelines. Seconded <br />by Mr. Cardinal. Carried. <br />Mr. Marier asked if the people along Main St. with septic problems can take care of <br />this with adding drainfield. Mr. Gotwald said Yes, at a maximum depth of 24 ", but <br />they must find the water table. Mr. Gotwald suggested the people contact the <br />Plumbing inspector. Mr. Marier suggested that the Engineer do the advising. Mr. <br />Gotwald agreed that they could make recommendations together. <br />Mr. Marier moved to send a letter to the people on Main St., Ware Road and Maple St. <br />giving them suggestions on what we will do concerning their septic systems. Seconded <br />by Mr. Jaworski. Mrs. Jaworski asked if the Council was sending letters to business <br />places along Hwy. 8 who are having sewage problems such as the Oasis. She was advised <br />that if we receive complaints on them, they will be followed with the same procedure. <br />Motion carried. <br />Mr. Marier presented his map with the proposed open space areas. He stated that we <br />can ask for Federal grants to get the easements through HUD and two other agencies. He <br />noted that grants have been given out for this in amounts ranging from $3,700,000 down <br />to $100. He noted that he had driven out to find the low lands in Lino Lakes, that <br />he wants to preserve wild life in the open spaces which we can control. <br />Mr. Marier noted that Metro has never given us a feasible way of controlling or <br />acquiring land or giving us a tax - break. He said that if we pass the proposal he will <br />attempt to write up an application for easements for open spaces, habitat and preservation <br />of wild life. He thought the proposal included about I /4th the acerage of the County <br />proposal, that there was very little high land in it, but if there was any that someone <br />wanted to build on we could negotiate. <br />Mr. Marier moved that we adopt his open -space proposal. Seconded by Mrs. Swanson. Carried. <br />Mr. Jaworski moved that this be sent to the P &Z, the Park Board, the Environmental <br />Commission, the Planner and the Engineer for study. Seconded by Mr. Cardinal. Carried. <br />Mrs. Swanson suggested it be put up in the front of the Hall. <br />
