5/8/72 <br />Mr. Marier suggested, then moved that we have the Engineer make percolation tests <br />instead of the Plumbing Inspector, since the Plumbing Inspector has neither the know - <br />how nor the gear to do this. Seconded by Mr. Jaworski. Mr. Jaworski asked if the <br />cost was going back to the home - owners; Mr. Marier said it would be charged for on the <br />permit. Motion carried. <br />Mrs. Swanson reported that she had attended the Open Space Advisory Board meeting, and <br />that they were concerned with their classification system and definition of various <br />parks. Al Ko rdiak, Task Force Chairman, was asked by Larry Haeg why the fact that <br />there was no definition of county parks. The Board had adopted the classification <br />system omitting county classification for present. She was worried about what would <br />happen to Anoka County's 45,000 acres for parks. <br />Mrs. Swanson said it had come to her attention that the Clerk was not using carbon <br />copies for correspondence, and that since this is used by all municipalities, instead <br />of using photocopies, she recommended filing carbon copies. Both Mr. Jaworski and Mr. <br />Bohjanen felt one carbon copy would be sufficient. <br />Mrs. Swanson said that the question had come up several weeks ago about the Clerk <br />taking two days off without pay. The Personnel Commission was in accord with her <br />taking the two days off when we get someone to replace her. Mrs. Swanson wanted to be <br />sure that the minutes of the meeting before the Clerk's days off were completed <br />before she left. Mr. Bohjanen said this had already been passed on. <br />Mr. Locher had received a call from Mrs. Harold Leibel on a possible variance. Mrs. <br />Leibel stepped forward to say that her daughter and son -in -law had decided to take <br />22 acres instead of one acre, but she wondered about the possibility of the County <br />moving the road around Centerville Lake as mentioned by Mr. Burman. After discussion <br />it was decided that they could only assume the road would stay as it is, since we <br />had turned down the County's proposal tonight, and that they leave adequate set- <br />back just in case. Mrs. Leibel was advised that a percolation test would be <br />necessary. <br />Roger Barnes, Mayor of Blaine, was recognized. He noted that he has his place on <br />Hodgson Rd. rented, and that if the Council would grant it the renter would like to <br />put in a used car lot. However, the man hasn't been before the P &Z, so the matter <br />will have to wait. <br />Glenn Rehbein asked if the Council had passed on having percolation tests to 4' <br />below the ground. Mr. Gotwald said this doesn't have anything to do on groundwater, <br />but only to do with the 2' of ground on top. Glenn noted that you have to have 4' <br />plus 16" below the ground where no water can come in. Glenn said that the surface <br />water is less than 6' in a lot of the area, and thought the Engineer could verify this. <br />Mr. Gotwald agreed that in many areas the ground water is very close to the surface, <br />and that in places where you won't find water at 6 -7' in August, you can in May. <br />Glenn said that we have only a small area around Centerville where one can build, <br />noting that even by Mr. Marier's house the water is higher than 6'. Mr. Marier <br />disagreed, saying that you could go 300' from his house and still go down 6' before <br />you hit water. Mr. Marier stated that the percolation test has been in the <br />ordinance for some time, but not enforced, but now we are going to handle it. <br />Mrs. Swanson noted that in the last minutes the Clerk was to make copies of the <br />questionnaire on legal fees that the Attorney had filled out and wondered if the <br />Clerk had a copy. Clerk said she did and will make copies. <br />Mr. Bohjanen reported attending the meeting in Anoka on April 25th on the State <br />Building Code, and that Mr. Locher was the only attorney there. <br />Mr. Bohjanen reported that he had attended the May 3rd MSB meeting, and that we had <br />received a subsequent letter that they had dropped the 1972 allocation.
