Clerk asked for assistance in answer <br />ing some of the questions. <br />Mr. Marier felt that this should be laid aside for the Council to look over, <br />but that the Clerk should answer as many questions as she could. <br />Mr. Al Fisher of the Anoke Soil & Water Conservation District presented the <br />completed photo - mosaic soils map with an overlay indicating various soil limit- <br />ations by color code. He answered questions from the council and presented a <br />booklet from the U. S. Dept. of Agriculutre on the meaning of the map symbols, <br />pamphlets on soil and water, and introduction to this material, as well as a <br />transmittal letter from himself, and the bill for his office's work on the <br />map. Mr. Fisher inspected the bill from the company which had done the base <br />map and said that it was correct. <br />Mr. Fisher stated that his office was available for further interpretation, and <br />that he would be willing to come to committee meetings or meet with our consul- <br />tants until we get familiar with the map; there is no charge for this service. <br />Mrs. Swanson asked Mr. Fisher how he derived the colors. Mr. Fisher proceeded <br />to go through the various colors and explain what building could take place on <br />each. He noted that the types of soils were determined by using augers and <br />that the various soils have different colors. He commented on methods being <br />used by other communities to enbale them to use wetter soils for building on. <br />Mr. Fisher stated that these maps were begun in the 1930's to determine the <br />best land use for farmers; colors were added for urban development. <br />Mrs. Rodney Youngbaur, on the agenda to request being allowed to operate a <br />beauty shop in a home in a residential area, stated that she and her husband <br />had bought land on Old Birch St., but won't build a house until they are sure <br />that she can have the beauty shop. It was noted that two beauty shops were <br />previously allowed in homes without a special use permit, but this was before <br />the zoning code was adopted. There was considerable discussion. Mr. Beens <br />felt that it was up to the Council to decide if beauty shops were to be includ= <br />ed under the definition of "professional" offices which are allowed in homes. <br />It was decided that Mrs. Youngbauer would have to apply for a variance to the <br />zoning code; she was advised to see the Clerk for the proper forms. Mrs. <br />Youngbauer's variance request was put on the P & Z agenda for June 21st at 9 P.M. <br />and the following Council meeting at the same time. <br />Mr. Cardinal reported that he had checked with Roy on the backstop, and it will <br />be installed in Sunrise Park near Sunrise AVe. and Glenviw. Mr. Cardinal <br />stated that, although there was no Park Board meeting this month due to lack <br />of a quorum, Mr. Johnson had brought in plans he had drawn up for enlarging the <br />warming house at Sunrise; bids are being taken on this project. <br />Mr. Cardinal noted that Mrs. Swanson had brought up at the last meeting the <br />fact that Mr. Hawkins had reported at the Environmental Commission on the Park <br />plan brought in by Mr. Burman. Mr. Cardinal said that he had talked with Mr. <br />Hawkins on this and Mr. Hawkins stated that he didn't- -say anything at the meet- <br />ing about what Mr. Burman had said; Mr. Hawkins had only talked to Mr. Torkild- <br />son. Therefore, there was nothing reported on the County Park plan at the <br />Park Board meeting from Mr. Burman. <br />Mr. Cardinal stated that at the last Watershed Board of Managers meeging they <br />had adopted rules and regulations. The canoe trip has been scheduled for 8:30 A.M. <br />on June 3rd. <br />
