269 <br />5/22/72 <br />Mr. Marier stated that Jerry Rosengren's money, was being held towards the work on the <br />house he moved in and wondered what progress had been made. Mr. Gohjanen said that <br />he had talked to the Building Inspector today, that Mr. Dupre had checked the palce <br />twice, and that Jerry had adked for 30 days extension to complete the work. There <br />was discussion. Mr. Marier read the November 8, 1971 minutes on the subject and said <br />that 90 days would have been up about February 8th, so he has had more than a month <br />extra already. Mr. Marier noted that such items should be put on a tickle file for <br />reference. Mr. Beens noted that Ord. No. 6 says that building permits expire in 90 <br />days unless work is in "actual progress'. Mr. Marier moved that we send a letter to <br />Jerry Rosengren asking him to report on his progress at the next Council meeting <br />(June 12th). Seconded by the Mr. Cardinal. Carried. <br />Mrs. Swanson reported on the Enviromental. Commission held Thursday night, no- <br />ting that the Council has received Report #3 from Mr. Hawkins; she read parts <br />of the report. <br />Mrs. Swanson said that the Environmental commission had discussed the Robert Herbst <br />gravel pit where people are dumping garbage, swimming, and doing many other things. <br />They felt that the area should be declared as open space since it has unique <br />characteristics. Lake Amelia would provide a buffer zone, and this would tie in <br />with the Ramsey County open space proposal south of County Road J. <br />Mrs. Swanson said that the Env. Com. had finalized their wetlands ordiance <br />and would like the Council to act on these items. They also felt the Council <br />should take field trips to the gravel pit area. She had been told there were <br />no homes in that area. <br />Mr. Cardinal stated that at one time he had noted that the gravel pit area <br />should be fenced off as it would keep the dumping down. There was discussion <br />on possibly putting signs up and liability in. case of drowning. Mr. Bohjanen <br />didn't feel we could do anything as the gravel pit was private property. <br />Mrs. Swanson noted that "Parks" should be changed to "Open Space " in Mr. Hawkins <br />letter. Mr. Bohjanan asked if the Environmental Commission had suggested <br />filling in any areas on the park proposal map. She said they had, and had taken <br />into consideration the Ramsey Plan. Mr. Marier felt that the Commission <br />should have drawn in changes on the map showing their input, and if they would do <br />so it would take care of writing a letter. Mr. Marier noted that the Park Board <br />and the P &Z were expected to draw in their park lines on hte proposal and <br />come up with something less than he had proposed. Mrs. Swanson noted that she <br />did say that the Commission would like to cut back on the map and that she had <br />recommended. to them that they participate in the Watershed District Board meetings <br />on a rotating basis. <br />Mrs. Swanson asked i f the. Council should be a committee or should form a committee <br />to keep us informed of what the County is doing on park procedings and <br />on drainage problems that always seem to be acute at the beginning of the year, <br />that is ditches and cleaning culverts. Mr. Bohjanen noted that we usually contact <br />the County Engineer on any problems. Mrs. Swanson felt there must be some monies <br />set aside for the County to use to work with the villages. Mr.Bohjanen said there <br />was money on County ditches and roads. There was more discussion on this. Mr. Bohjanen <br />said he was willing to look into the matter and see if we can set up such a committee. <br />Mrs. Swanson stated taht the Environmental Commission needs guidelines to keep <br />working; otherwise there is no reason for them to keep meeting. Mr. Marier felt <br />they should be constructive. <br />
