270 <br />5/22/72 <br />Mrs. Swanson asid that the Envirnomental Commission has asked that the Council <br />adopt State Laws NO. 8481 through No. 8489 on snowmobiles so that we can get <br />the proceeds from the violations. Mr. Bohjanen asked how many snowmobiles the <br />police had ticketed last year; Mr. Myhre said they had caught two. Mrs. Swanson <br />said that she had contacted the snowmobile clubsand asked them to come to <br />Council meetings which they haven't done; she felt we should adopt these laws. <br />There was discussion on this. It was noted that it would be expensive to enforce <br />the law, and that we can't catch snowmobiles most of the time; then we do, we can <br />prosecute them under the nuisance ordiance. <br />Mrs. Swanson moved to adopt No 8481 through No.8489 of the State laws pertaining <br />to snowmobiles. Seconded by Mr. Marier. Roll call vote showed all members voting <br />No. Motion failed. Glenn and Clyde Rehbein objected to the vote on the snowmobile <br />laws noting that the matter had been settled some months ago, and that the Council <br />shouldn't act on something this important without some prior notice to the public. <br />They were told that Mrs. Swanson was just following the direction of her Board and <br />that a motioncan come up at any time. <br />Mrs. Swanson said that she was asked to obtain application forms for the Personnel <br />Commission to look at. She had called a meeting for the group on last Monday, and <br />didn't get a quorum, and then was surprised to find out that the Mayor had sent <br />notices for a Special Council meeting on hiring a policeman on Friday night. She <br />noted the following; <br />1. Although the matter had been resolved on Friday, she thought that the <br />procedure on hiring policemen as laid down in the League Handbook <br />should be followed. <br />2. Since the Personnel Commission didn't follow that procedure she didn't <br />report on their recommendation. <br />3. Urgency had replaced qualifications, but it shouldn't be that way. <br />4. The: Personnel Commission minutes should have shown what questions were <br />asked and if the applicants passed the phychological test given by Mr. <br />Myhre. <br />5. She had told the Commission that their procedure was inadequate and <br />incomplete, so that this couldn't be classified as a legal vote. <br />6. She didn't get the whole information from her colleagues so she had a <br />right not to report their decision. <br />7. The minutes didn't say the man was hired to be trained, which he should <br />be, since we are putting a raw recruit in a police car and a blue uni- <br />form, and giving him a gun. <br />8. The minutes should have shown a resolution giving all the details such <br />as wages," probation, etc., which they don't do, but only give his name. <br />9. She had contacted 5 different police departments and the State and this <br />is not the way to hire a policeman. <br />10. The League Handbook is our Bible, and if we can ltt go by it we should <br />throw it out. <br />11. Older members on the Council should have known the proper procedure and <br />she waited for them to follow it. <br />12. The Council had thought nothing of spending $60 or $80 for the Clerk to <br />improve her speedwriting, but couldn't spend $50 for civil service tests <br />for someone who will serve the Village to find out if he is qualified or <br />mentally sound. <br />13. She was happy to hear that the Mayor planned to do something about <br />correcting the procedure, but wondered if the 4 men we have hired might not <br />take tests or something. <br />14.
