271
5/22/72
Mr. Bohjanen asked Mr. Beens if he knew if Mr. Locher had gotten a letter back
from Mrs. Wilhelmy's attorney. Mr. Beens said no. Mr. Marier reiterated that
the letter was to be returned this week on which set of stakes we should go by.
Mr. Beens said he thought the letter was written by Mr. Locher but that he was
not sure if Mr. Locher had gotten a letter back.
Mr. Marier said that it has been 2 weeks since this was asked for, and that we
should have correspondence back in 2 weeks. The clerk asked the Council to
set the priorities on whether the minutes or the correspondence should be handled
first after a meeting. Mr. Marier said she should set her own schedule, but
get the work done, noting that the minutes are written for history but the tasks
must be done.
Mrs. Swanson asked if a letter wasn't sent to Chomonix on the park dedication, and
if we didn't get an answer back. Mr. Marier commented that Mr. Locher was
not here so we don't know.
Mr. Bohjanen reported that he had attended a joint Metro Council and Metro
Sewer Board meeting in Fridley on their proposed 5 year capital improvements
program. The Lino Lakes - Centerville line was discussed, with the Staff feeling
that it should be delayed at this time and the various housing projects might be
served with interim plants. They also feel that Centerville could be hooked to
an interim line to the Forest Lake interceptor. It was concluded that nothing
will be done until they get the engineering study done that was finalized on
May 3rd. It was also noted that there are 4,300 people in the Lino Lakes -
Centerville area; if the project is put in service it would have cost $90 per
capita per year or $460 per family per year.
Mr. Bohjanen said they discussed guidelines and 5 year programs. Each year a
new 5 year program is adopted which drops the first year in the previous pro-
gram. It is possible no lines will be started without Federal funds; they are
working on their 1973 budget. If a line is determined to come under the defin
ition of a Metro benefit, then the entire 7 county area would pay for the major-
ity of it. Changes are being made between the Metro Council and the Metro - ,Sewer
Board, but they are closer than they were a couple of years ago. There was
some Council discussion.
Mr. Bohjanen had received a bid for towing of cars and light trucks from Bill's
Auto Repair. After discussion, it was decided to wait for 2 more bids before
acting on it.
Mr. Bohjanen noted that in regards to the letter to Columbus on maintenance of
Pine Street, their Board has signed the letter, but it had not been returned yet.
The Clerk read the Police reports for April.
Mr. Marier asked if any progress had been made on the apprehension of the burglars
in the recent residential burglaries. Mr. Myhre said they had caught one person,
noting that it isn't our area, and that quite a few groups are working the area,
these coming out from St. Paul. They commonly kick the door in and
drive their car in the garage. Mrs. Swanson asked if the County came up with
fingerprints; Mr. Myhre said No. There was discussion with Mr. Bohjanen asking
if implementing a marking system would help. Mr. Myhre said the Civil Defense
Director is working on this and it would be coordinated with other agencies
throughout the nation; he noted that Blaine is having trouble getting people to
come in and mark their stuff. Mr. Bohjanen said he will try to get this implemented
with the police using 2 or 3 sets of marking equipment for household property. Any-
one with suggestions on this should let the police know. Mr. Cardinal felt that a
sign should be hung out by the driveway saying "items are marked on these premises
