6/26/72
Motion seconded by Mr.Mari er. Motion was amended to read that the wage increases
would be effective July 1st, and that they would be retroactive to that date when we
get the answer back from the Wage and Price Board. Motion Carried.
Mr. Jaworski felt we should consider hiring a full time man as -,we will have a water
system to take of and sewer system as well; there will be meters to install. also.
Mr. Jaworski said that he had talked with Mr. Gotwald today, and that they had
visited Chomonix. Mr. Gotwald had recommended that the pumphouse and meters be checked
once a day, so that if something goes wrong we can know very soon. Mr. Jaworski said
he doesn't feel that we can do an adequate job of this on part time men, that we should
have someone trained wo can do this. Mr. Marier asked if we have anyone qualified;
Mr. Jaworski thought so. Mr. Marier asked if they need a license. Mr. Jaworski said
that the State trains them and tests them as to fluoriation and chlorination;
however we only have fluoridation.
Mr. Marier asked if this man is to be versatile or just on utilities; Mr. Jaworski
said he would be versatile, and that it would have to be the Supervisor. There was
discussion on whether the position would be salaried or not, and what the duties
of such a man would be, what part of each day would be spent on each department,
priorities, etc., in other words a job description was needed.
Mr. Zelinka moved to send this to the Personnel Commission for study and have them
give a recommendation at the next Council Meeting (July IOth). Seconded by Mr.
Jaworski. Carried. It was felt that Mr. Backlin ought to attend this Personnel
Commission meeting.
Mr. Marier reported on the June 21st P &Z meeting. Bill Leonard had requested the
Village extend 64th st. It was felt he wanted to develop this and for his own
benefit. He was told that the neighbors would have to share in the cost of building
this road; one neighbor didn't want it. The P &Z denied this request.
Mr. Marier noted that the Chomonix South plat request was delayed.
Mr. Marier stated that Mrs. Youngbauer's request for a variance was not heard
beacuse no one was present, and that they will have to make a re= application.
Mr. Marier stated that Ken Rehbein's request for a 50'x 112' pole bare on commercial
property was heard. This would be attached to the main building for a horse shelter.
The P &Z had suggested granting him a variance. Mr. Marier moved to grant a variance
for a pole barn to Ken Rehbein on the following described property: W 3/4 of NW4 of
NW; of Section 5, T.31, R. 22, Anoka County, Minnesota. Seconded by Mr. Jaworski.
Carried.
Mr. Youngbauer, in the audience, stated that they were never informed that they must
be at the P &Z hearing or when it was. Members checked the minutes of the May 22nd
meeting and read the part stating that the hearing was set before the P &Z on June
21st. Mrs. Youngbauer said that she was never told she had to appear. Mr. Youngbauer
asked when they could be put on the agenda again. Council set the hearing at 9 P.M.
before the P &Z on July 19th and the same time at the following Council meeting
on July 24th. Mr. Bohjanen noted that it was general procedure that applicants for
a variance attend the P &Z meeting.
Mr. Marier noted that the Morehouses had not appeared before the P &Z on their request
to extend 79th St. , and moved that we delay the Morehouse matter until they re -apply
on the P &Z agenda. Seconded by Mr. Jaworski. Carried.
Mr. Marier stated that Gilbert Menveld did not show up at the P &Z meeting either,•and
moved that we send a letter to him and tell him to make another application to be ona
new schedule.
