6/26/72 <br />Mr. Zelinka had no report since he had not met with either of his commissions. <br />He did, however, read the letter from Art Hawkins regarding the possibility of the <br />Village declaring the Rice Lake Heron Rookery as open space. Mr. Bohjanen asked <br />if the areamentioned on the dredging permit given to Jandric when they first <br />started work in that area didn't fit in with the area in concern. Mr. Jaworski <br />said No, that the golf course is between the two areas; that it was there as a <br />buffer zone to keep development away from the rookery. <br />Mr. Marier thought the Enviromental Commission's point well taken, but said he would <br />like to refer it back to the open space concept of the Village, and that it be put on <br />the map which was drawn up. He felt a letter should be directed to the Park Board and <br />Enviromental Commission asking them to tie this in with the Open Space Concept; this <br />to be done separately in each group, who would then ahve a joint meeting on the subject. <br />He noted that the P &Z plans a special meeting on the open space after receiving input <br />from the other two boards. Mr. Marier moved to send a letter to both Board Chairman <br />on the above. Seconded by Mr. Jaworski. Carried. <br />Mr. Locher repo -ted that he had drawn out areas shwoing the burning ban, noting that <br />the areas w -re quite well defined with the exception of one, No. 7 -in the PCA's <br />letter. He had used his own judgement on this one; as the home owner had a large farm, <br />he had included the whole acreage in the ban area. He noted that about 4 1/3 sections <br />were included totally. He read the proposed ordinance which he had drafted at the time <br />Ham Lake adopted theirs. <br />There was some discussion; additions were made to the ordinance. Mr. Marier moved <br />to make Bill E- lingsen (Weed Inspector ) the Deputy Fire Marshall, with his <br />concurrence. Seconded by Mr. Zelinka. Carried. <br />Mr. Marier moved to pass new Ordinance No. 59 on burning. Seconded by Mr. <br />Jaworski. Carried. Mr. Locher stated it would be published this week. <br />Mr. Locher noted that he had corrected the legal on Miller's Parcel B. to what <br />the P &Z wanted, and that new surveys would be provided. <br />Mr. Locher reported receiving a continuation certificate of the bond for sewer work <br />for Morris B. Carlson Trenching, this to be put on file. <br />Mr. Locher repo -ted receipt of $6.00 refund on the premium for the workmen's <br />compensation insurance from LeMieu- Johnson Agency, noting that it was unusual to <br />get such a refund. <br />Mr. Locher reported that Glenn Rehbein had provided duplicate bonds in the amount <br />of $40,978.00 for street work in Shenandoah, which was the amount listed by the <br />Engineer in the June 12th minutes. He commented that the bonding company, Argonaut <br />Insurance Company, was one of the largest such companies in the world. The papers <br />were in order. Mr. Marier moved to accept the bonds submitted by Glenn Rehbein. <br />Seconded by Mr. Zelinka. Carried. <br />Mr. Marier asked Mr. Locher if we had gotten the certification of our sign ordinance. <br />Mr. Locher said he had sent it in but had not received an answer to either his letter <br />or phone cal Is; however, it is now in the correct office. Mr. Jaworski noted that <br />St. Joseph's Church had been levied at $10 fee for their sign on Lake Drive and Elm St. <br />and if the State is going to charge for signs which we issue permits for, people will <br />be charged double. Mr. Locher commented that it was not double taxation as the fees <br />went to separate entities. Mr. Zelinka stated that the State is charging fees if <br />the signs are within 5' of their right -of -way, and that they are insisting that he <br />remove the 3 sign posts he has even though he is going to use the posts for a kiddie <br />swing. Mr. Locher will check into the fees. <br />
