6/26/72
291
Mr. Jaworski reported that he had been checking with the people on Orange and Maple
streets, and that they are agreeable to signing easements for roadways. Mr.Jaworski
moved to have Mr. Locher draw up easements for right -of -way of 60' on Maple and Orange
Streets. Seconded by Mr. Zelinka. Carried.
Clerk asked Mr. Locher if the wage and price controls for municipalities under
10,000 population were actually off, and if we could go ahead with our proposed fee
increases for special assessment searches and plumbing permits. Mr. Locher stated
Yes. It was decided that these items would be put on the agenda for the next meeting.
Mr. Bohjanen reported that he had contacted the County to see who was in charge of
purchasing, and found that the Administrator, Bernie Steffen, is handling this matter.
A list of materials we can purchase at County prices will be sent immediately.
Mr. Bohjanen reported that he had talked to the County Health Dent. on the dumping
by both Mr. Wilson and Skyline Auto Body. A letter has been written to each after
an investigation was made; we will receive copies. Each was told to cease dumping
and to cover the fill with dirt; this will also be done at the Blue Heron.
Mr. Bohjanen asked the Council's feelings on procedure of an item which has been
approved for purchase by the Council: is it necessary that a requisition for such
item come before the Council for approval again before the purchase order is made
out? He felt that it was not. Mr. Jaworski thought that a requisition and purchase
order should be made out and be attached to the bill for signing when the bill is
audited. Mr. Bohjanen, said the requisition could be marked as having been approved at
the previous meeting.
Mr. Bohjanen commented on a bill received for work on the air conditioner in the
Clerk's office, saying that he had told the Clerk to have it fixed, since he thought
the guarantee was still good; however, it was not since we received a bill. Clerk stated
that the air conditioner had stopped working last fall, and that she had called Mattson
in November to have it fixed; they had talked to Johnson Plumbing, who were too busy
putting in furnances to work on air conditioners. Nothing was done, and she felt that
the company should stand good as the complaint was made under the guarantee. Mr.
Bohjanen thought the bill should go bac k to the general contractor with ,a ;etter
of explanation.
Mr. Bohjanen asked Mary Myhre if he had got more bids for towing and was told No.
Mr. Bohjanen read the one bid which was received from Bill's Auto Repair on Orange
St., and stated he felt we whould au *horize him to do the towing. Mr. Jaworski
wondered if the business was in a commercial area; there was some discussion, but no
decision.
Clerk was asked to read a letter received from Forest Lake regarding the Community
Services Director which is to be hired by the School District. An additional $10.000
is to be raised over the $5000 state grant for his salary and expenses. This will be
discussed at a meeting on July 6th at the new Senior High building. It was decided
that Mr. Cardinal, as Liaison to the Park Board, and Mr. Marier should attend. Mr.
Jaworski stated he planned to go if a previous engagement allowed him time. Clerk
was asked to call the County auditor's office for a breakdown of the assessed
valuation in the 831 area of Lino Lakes.
Mr. Bohjanen stated that he had talked to Jerry Boyd, Plumbing Inspector, tonight
about a problem arising out of building and sewer permits issued by the office to Lyle
Krueger (while the Clerk was on vacation) before the acting Deputy Clerk was informed
that a percolation test was first necessary. He asked if the sewer permit could be
revoked. Mr. Locher suggested that a red tag be issued until Lyle Krueger gets a
percolation test, or else issue a citation if he doesn't do so within 14 days.
