The Clerk was instructed to put <br />this matter on the agenda for March 8, 1976. <br />..Read a letter from Mr. Locher to the Union in reference to the recommendation <br />from Mr. Custer, Mediator. Mr. Locher had asked for certain information from the <br />Union dealing with the areas of agreement between the City and the Union in the <br />matter of the contract. Mr. Schneider said he thought there is so many different <br />sets of figures, that no one understands them anymore. Mr. McLean felt it imper- <br />ative the letter from the Union beavailable for consideration. He thought it would <br />be necessary to call a special meeting for consideration of this matter. <br />Mr. Schneider said he understood the Clerk- Typist in the Police office is scheduled <br />to attend school. He asked the Chief if this was so. <br />Chief Myhre said, Yes, Mrs. Pankratz is scheduled for school beginning March 22, <br />1976. He asked permission to arrange for a physical examination and a psycholog- <br />ical evaluation for Mr. Hillyer, who has completed the school and Mrs. Pankratz, <br />who is scheduled to attend. He said these examinations are necessary in order to <br />be reimbursed for the personnel attendance to BCA. <br />Mr. McLean asked Mr. Locher, if any action taken on this matter would put the <br />pending case with the Human Rights Commission in jeopardy, one way or another. <br />He also asked if there had been any communications in reference to this matter and <br />Mr. Locher said, No, None at all. <br />Mr. Locher said he had not had any answer and had no idea what the situation was <br />on this case, but he felt action taken by the Council as to the school would not <br />jeopardize the case. Mr. Locher felt the Council must make a decision on this. <br />Mr. McLean asked if it is necessary for a Clerk- Typist in the Police Department to <br />have this training? Chief Myhre said all sworn officers must have this training. <br />Mr. McLean asked ifit was necessary for a Clerk- Typist to have this training? <br />He asked if this is putting additional training on a position that is not necessary? <br />Chief Myhre said she is scheduled for school starting March 22, 1976 as a sworn <br />officer. The Council will have to make a decision on this as soon as possible. <br />Mr. McLean felt this is a matter of classification. The Union had not considered <br />the position of a Clerk- Typist in their negotiations but the Mediator had included <br />that position in his recommendations. <br />Mr. Zelinka asked if the person doing the office work is used as an officier or <br />just for clerical work? He asked Chief Myhre if he needs a sworn officer in the <br />office and Chief Myhre said, No. Mr. Zelinka said if a trained sworn officer cap- <br />able of doing the work of a Patrolman at a certain pay scale is used for clerical <br />work only, this would constitute discrimination in reverse. <br />Mr. McLean asked the procedure toabblish the office of a sworn officer as a Clerk - <br />Typist? Mr. Locher felt this must be answered by the Union. The Union had only <br />recognized the positions of Sgt. and Patrolman in their negotiations. He felt the <br />Council will have to decide the need and deal with that. <br />Mr. McLean said with the intent of reclassification, to put a person in this school <br />for training, would be a waste of time and money. <br />Mayor Bohjanen asked what the alternative was if a sworn person was needed and <br />this City had none available? Chief Myhre said the juveniles could be taken to <br />the detention center which is near. <br />
