Mr. Schneider reported on the cash flow report he had prepared. He noted the areas <br />where the amounts have been cut and the areas where the amounts have been increased <br />He said the Federal Revenue Sharing Funds must still be spread to funds so alloc- <br />ated. This will take some time yet. <br />Mr. Zelinka said he had recommended to the Personnel Commission that meetings begin <br />around the first of September, 1976 in order for the Commission to present cost <br />figures for Personnel for 1977. This would give the Council some idea of the <br />projected personnel costs before the budget hearnngs. <br />Mr. Schneider said he had gone over the costs allocated to the utility Department <br />for the operations of that department and had compared them with the amount paid <br />to the City by the MWCC and =felt the City was being paid more than it cost to haul <br />the sewage. He still has some work to do on those figures. <br />Mr. Schneider said CD #1706 will be needed to cover bills due in February. Mr. <br />Zelinka moved to authorize the Clerk to cashCD #1706. Seconded by Mr. Karth. <br />Motion carried unanimously. <br />Mr. Schneider reported this CD is designated for the Metro Sewer Fund. The Clerk <br />had checked with the MWCC and found the purpose for which the Metro Sewer Fund <br />was levied to pay has been cancelled and this City has no obligations to pay any <br />portion of that moneyto the MWCC. This would indicate that all CD's marked for <br />the Metro Sewer Fund could be transferred to the General Fund. <br />Mr. Locher read the proposed contract renewal from the MWCC. This renews the con- <br />tract for hauling sewage from Jan. I, 1976, through Dec. 31, 1976 at the same rate <br />of $19.00 per 5,000 gallon load. <br />Mr. Zelinka asked if the $19,000.00 limit is still in the contract and Mr. Locher <br />said, Yes. After some discussion, Mr. Zelinka moved to approve renewal of this <br />contract. <br />Mr. McLean asked Mr. Zelinka, without re- examination? The extended usage of the <br />equipment in serving Shenandoah could mean replacement of the tractor. <br />Mr. Zelinka felt that in the event there is a complete breakdown of the tractor, <br />some assistance may be forthcoming from the MWCC. <br />Mayor Bohjanen reported he had checked with Mr. Lyle Tauer. He has a tractor that <br />will fit the tanker and will lease to the City with a driver for $16.50 per hour. <br />Some felt this is too high, the going rate is approximately $15.75. <br />Mr. McLean felt that a different driver would not be familar with the workings of <br />the lift station and the City could end up paying for one of the City employees <br />riding along to operate the lift station. He said there had been some thought <br />on holding the $10,000.00 in the Metro Sewer Fund for an emergency fund in case <br />of truck failure. <br />Mr. McLean seconded Mr. Zelinka's motion. Motion carried unanimously. <br />Mr. Schneider said one reason the anticipated income is short for February is the <br />payment for January haulings has not been received from the MWCC. The Clerk was <br />asked, do they just send a check or does the City send a statement? The Clerk <br />said a statement is sent within the first four days of the month setting forth <br />the gallons hauled and the amount due. <br />Mr. Zelinka questioned the requisition for the billing postcards - the penalties <br />
