1 <br />1 <br />29 <br />February 23, 1976 <br />and the due dates must be spelled out, not just marked 'Penalty'. <br />Mr. McLean reported on the meeting of the Planning and Zoning Board held on Feb- <br />ruary 18, 1976. Mr. Gene Mobley, Building Inspector, had presented, several propo- <br />sals that will be considered by the Planning and Zoning Board along with proposed <br />changes in the Zoning Code. <br />Mr. Wickett, who owns some land along County Road 'J' just West of Highway #49, <br />had presented an idea for a warehouse and office building. The Board had recomm- <br />ended he obtain a copy of Ordinance #56 and also the Comprehensive Land Use Plan. <br />This parcel of land would have to be re -zoned for this use. <br />Mr. Floyd Linnell had applied for a variance to keep bees on less than five acres <br />of land. After some discussion, the Board asked that he apply for a special use <br />permit and get the consent of his neighbors. This will be considered at the <br />March meeting. <br />The Planning and Zoning Board will be working on proposed revisions in the Zon- <br />ing Ordinance, reworking the sign Ordinance to make it easier to handle and the <br />Comprehensive Land Use Plan will be reviewed. Mr. McLean said that most of this <br />work should be completed within the next 60 days. <br />On a Police matter, Mr. McLean asked if the Council members will get a copy of the <br />report? Mayor Bohjanen instructed Chief Myhre to make a copy of the report for <br />all Council members. Mr. McLean asked Mayor Bohjanen if he had answered the <br />report and Mayor Bohjanen said he had talked to the gentleman an Sunday, but has <br />not had a chance to answer the report since he has just received it. He will <br />contact the gentleman. <br />Mr. Zelinka reported on the two meeting held by the Personnel Commission. At the <br />meeting held on February 6, 1976, the Commission had recommended to table action <br />on the Public Works Supervisor for six months in order to give Mr. Karth an opport- <br />unity to work with Mr. Volk and see if this would make a difference. <br />Mr. McLean said the lack of supervision and planning ability were the major areas <br />that needed corrections in that position. <br />Mr. Zelinka said he was only reporting the recommendations of the Personnel Comm- <br />ission. The problem and duties of an assistant Clerk had also been discussed. <br />The Commission wanted more time for consideration of this. Should the person <br />considered be considered for bookkeeping ability as a principal requirement and <br />clerical second? This matter had been tabled for consideration at the Feb. 20, <br />1976 meeting. It had also been decided to hold a series of five meetings at two <br />week intervals in order to bring this commission's work up to date. <br />At the February 20, 1976 meeting, Mr. Johnson, Chairman, reported he had polled <br />the members by phone on the need for some help in *he Clerk's office. The Per- <br />sonnel Commission had recommended the following; 1) fill the Deputy Clerk's <br />position immediately; 2) this is to be a 30 day trial period on a semi -full time <br />basis; 3) the Deputy is to be trained to handle all positions in the Clerk's office <br />in order to take over in the absence of the Clerk; and 4) the Deputy Clerk is to <br />report directly to the Clerk as her immediate supervisor. <br />Mr. Schneider asked about the consideration of a part -time bookkeeper - would <br />this be separate from the Clerk's duties and would she still be responsible to the <br />Clerk? He felt someone working with the books must be on top of the figures at <br />all times,. He was thinking more of having a bookkeeper directly responsible to <br />
