30 <br />February 23, 1976 <br />the Council. <br />Mr. Zelinka felt this would create the same problem that has existed in the past - <br />no one has a supervisor. <br />There was discussion on why extra help is needed in the office. The log the Clerk <br />had kept for 17 days was discussed. The back log of work was considered. Someone <br />asked if it was legal to hire a Deputy Clerk without advertising. <br />Mr. Locher said the Deputy Clerk serves at the discretion of the Clerk. Mr. Sch- <br />neider reiterated all the reports that are required and the time involved. <br />Mr. Zelinka asked if the overload is caused by the lack of capability in the office <br />or the lack of time? <br />Mr. Schneider said the Clerk had been given a set of books that had just been carr- <br />ied forward. He didn't know if any one had ever sat down with the Clerk and sugg- <br />ested changes or not. He felt the file cabinets are in bad condition. Nothing <br />can be found. <br />Mr. Schneider moved, unless there is some legal reason for advertising, that Mrs. <br />Anderson be hired as recommended by the Personnel Commission. Mr. McLean asked, <br />How many hours per day? <br />There was discussion of the duties of the Clerk. Mr. Locher read those duties as <br />set forth by the Municipal Handbook. In the matter of a Deputy Clerk, the Mun- <br />icipal Handbook states, 'The Deputy Clerk is appointed by the Clerk with the consent <br />of the Council.' Mr. Locher said the Council can authourize the Clerk to appoint <br />the Deputy Clerk. <br />Mr. Zelinka re -read the recommendation from the Personnel Commission. Mr. Cliff <br />Buchan, of the Forest Lake Times, asked where the name of Mrs. Anderson was ob- <br />tained and from what meeting? <br />The Clerk said Mrs. Anderson had stopped in the office and applied for the position <br />after reading in the papers that the Deputy Clerk had resigned. <br />Mr. Schneider said that some one must be in charge in order to get this work caught <br />up. Mr. Schneider would like a complete list of duties. He felt if some one is <br />employed for the bookkeeping position they do this work without interruption pref- <br />errably in the enveh1ngsor on Saturdays so he can work with that person. <br />Mr. McLean felt the only thing the Council could consider at this time is the <br />overload. <br />Mr. Schneider asked how long it would take for a recommendation from the <br />Personnel Commission? <br />Mr. Zelinka said he also felt that some one with accounting background should <br />be considered. Mrs. Anderson had not been interviewed by the Personnel <br />Commission, but they had asked the Clerk to interview her and the Mayor. <br />The Clerk reported that she had talked with Mrs. Anderson this day, the Mayor <br />had also talked with her. Mr. Schneider and Mr. Karth had been in the office <br />when she was there and has spoken to her breifly. <br />
