1 <br />1 <br />February 23, 1976 <br />Mr. Karth asked if there was any indication of how many of the phone calls <br />listed on the time log were for the Police Department? The Clerk said, No. <br />Since there have been some volunteers to assist in the office, Mr. Karth <br />suggested using one of those persons to give the Personnel Commission time <br />to find a permanent employee. <br />Mr. Schneider said the amount of time spent on the minutes is too much. <br />Some of the office procedures are antiquated and need to be changed. <br />Mr. McLean asked if the Mayor and Clerk are empowered to appoint a Deputy <br />Clerk? Mr. Locher said, Just the Clerk is empowered to appoint a Deputy <br />Clerk with the consent of the Council. <br />Mr. McLean asked if the Police Clerk was available to help and Chief Myhre <br />said, No. <br />Mr. Schneider moved to hire Mrs. Anderson for 2 days a weekfor the next <br />two weeks and consider this matter at the March 8, 1976 meeting. Seconded <br />by Mr. McLean. Motion carried unanimously. <br />The Personnel Commission had also recommended for Council consideration, <br />the Public Works Supervisor respond directly to the Council liaison, he in <br />turn reports to the Council. Mr. Karth moved to approve this recommendations. <br />Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. McLean asked if the Personnel Commission has a job description for the <br />Publio -Works Supervisor? Mr. Zelinka said they are working on one in con- <br />junction with the one that had been complied before. Mr. McLean said he <br />would like this within 30 days to use as a basis for advertising purposes. <br />Mr. Karth reported he had asked Mr. Volk to compile a vehicle code list and <br />each Council member has a copy. He said he had also been asked about the in- <br />shop costs for repairing City vehicles. Mr. Karth had checked and the cost <br />to the City for repairing the vehicles in the shop is about $6.85 per hour, <br />a gas station charges were $8.50 per hour and the dealership is approximately <br />$16.00 per hour. He thought the figures justified doing the repairs here. <br />Mr. Karth presented the Council with a proposed street improvement program <br />for 1976 complete with cost figures. He said the five year plan should be <br />ready by the last meeting'in March and each Council member will receive a <br />copy of each years' proposal. These maps are color coded so the program will <br />be easily understood. <br />Mr. Schneider said he had talked with Mr. Volk on the figures presented for <br />the 1976 program and they are reflected in the cash flow analysis. <br />Mr. Karth said Mr. Volk does have a system of when to plow and when not to <br />plow snow. If the snow fall is 1" to 11" with no wind, the plows are out the <br />next working day - if the snow fall is 1" with blowing snow, the plows are out <br />immediately. <br />Mr. Rollie Anderson, Anoka County Surveyor, was in the audience. Mayor <br />Bohjanen apologized for the long wait. <br />Mr. Anderson said he hadn't minded waiting. He had enjoyed listening to the <br />procedure of the Council and hearing how they solved the many problems a <br />Council must deal with. He apologized for having missed the last meeting. <br />
