March 22, 1976 <br />Mr. Webster said the hurt had gone too deep for just an apology and there are <br />other people included in this complaint. Mr. Webster presented the signed pet- <br />ition to Mayor Bohjanen. <br />Since this matter could take some time to resolve, it was suggested a special <br />meeting be set to hear this complaint. <br />Mr. Locher was asked if he had been consulted and he said, Yes. He was asked <br />what his decision was and Mr. Locher said this is not his decision to make. <br />Mr. Schneider said that he had attended the Personnel Commission meeting and <br />Mr. Zelinka had also been there. He felt the Councilmen and the Personnel <br />Commission members had tried very hard to remain impartial in this matter. <br />Mr. McLean rejected the suggestion of a committee being appointed to hear this <br />complaint. He said the ultimate decision is a Council responsibility therefore <br />they should be the ones to hear the evidence. <br />Mr. Zelinka moved to set a special hearing relative to the Webster complaint. <br />Mr. Karth amended the motion to set the hearing for March 25, 1976 at 8:00 <br />P. M. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Zelinka read the Personnel Commission's thoughts on the job des cription <br />for the Public Works Supervisor. The Commission felt since the purpose of the <br />job description was for advertising for a new employee, they wanted evidence <br />that Mr. Volk was not performing his duties. <br />Mr. McLean asked who presented the idea that the job description was for the <br />purpose of advertising? Mr. Zelinka said he did from the motion that was made. <br />Mr. Zelinka gave Mr. McLean copies of the existing job description for that <br />position. This document had been drawn up some years ago. Mr. Zelinka felt <br />that the major fault with Mr. Volk's work had been his lack of planning and <br />from the report presented to the Council tonight, it would seem that his plann- <br />ing is well under way. <br />Mr. Zelinka said the Personnel Commission was concerned that they have not <br />heard from Council members that his work is unsatisfactory. Mr. McLean asked <br />if the Commission was looking for a recindment of the motion? <br />Mr. Zelinka so moved. <br />Mr. Karth asked Mr. Zelinka to withdraw his motion and Mr. Zelinka agreed. <br />Mr. Karth moved to recind the motion of December 8, 1975 placing Mr. Volk as <br />a temporary supervisor. Mr. Karth said that Mr. Volk has been on probation <br />for one and one -half years and he cannot find any major problems with Mr. Volk's <br />work. He felt that Mr. Volk got the work done within the budget and there <br />have not been any com plaints about him. Mr. Scnneider seconded the motion. <br />Motion carried with Mr. McLean voting, No. <br />Mr. Karth moved to approve the recommendations as presented by the Personnel <br />Commission at the March 5, 1976 meeting. This recommendation places Mr. Robert <br />Lundgren on a full time basis, a second man on a permanent part -time basis and <br />Mr. Volk as permanent supervisor. <br />Mr. McLean asked if the plan for street improvements that had been presented <br />
