Mr. Karth said the <br />motion was not made on the plan but on the fact that Mr. Volk had been on probat- <br />ion long enough. Mr. Zelinka seconded the Motion. Motion carried with Mr. McLean <br />voting, No. <br />The Personnel Commission had recommended that Mrs. Marilyn Anderson be hired as a Bookkeep- <br />er- Clerk. Mr. Zelinka so moved. <br />Mr. McLean asked if the Clerk- Treasurer's job description would be altered? Mr. <br />Schneider said, Yes. Mr. McLean asked if the job would be reduced in content? <br />Mr. Schneider said the Bookkeeper -Clerk would be responsible for the internal re- <br />porting. Mr. McLean asked how long it would be before the new job description <br />covering the base jobs and new salary covering the new description was ready? <br />60 days? Mr. Zelinka felt that would be plenty of time. Mr. Zelinka said the <br />bookkeeping system would be set up according to the recommendations of Mr. Schneider, <br />but the Clerk- Treasurer would be trained in the basic job in order for both to handle <br />the bookkeeping. <br />Mr. McLean asked who would be responsible for minutes at the various board meetings? <br />Mr. Schneider felt it was expecting too much to have one person attend six or seven <br />meetings a month. He thought these duties should be divided between the two people. <br />Mr. McLean said he just wanted the same person because of the carry over from the <br />Planning and Zoning Board meetings to the Council meetings and the fact the Planning <br />and Zoning Board members do not have a chance to correct the minutes before the <br />actions are presented to the Council. <br />Mr. Zelinka thought that maybe the Clerk should be more involved in the Planning <br />and Zoning Board because of the necessity of continuity from that Board to the <br />Council..Mr. McLean felt the Clerk- Treasurer should be at any meeting where there <br />are legal implications and the need for access to the files would occur. <br />Mr. Schneider moved to designate the title of Bookkeeper -Clerk with the primary <br />duties to maintain the ledgers and be responsible for all internal financial rep- <br />orts and to be responsible to be responsible to the liaison to Budget and Finance, <br />with the secondary duties to learn the operations of the Clerk- Treasurer's office <br />in order to fill in in her absence. The Bookkeeper -Clerk would be responsible for <br />the minutes of the Park Board and the Personnel Commission. Seconded by Mr. Karth. <br />Motion carried unanimously. <br />Mr. Schneider moved that Mrs. Marilyn Anderson be hired for this position. Mr. <br />McLean asked if the City should be advertising for this? Mr. Locher said he didn't <br />think it was necessary to advertise. <br />Mr. Zelinka said the Personnel Commission felt the person responsible for the finan- <br />cial records should not be interupted by phone calls, ets., the implication was a <br />Deputy Clerk as such was not needed but a person for bookkeeping. Mr. Zelinka poi- <br />nted out the Statutes enables the Clerk to hire an assistant with Council approval. <br />The responsibility is with the Clerk. <br />Mr. Locher reported the City Ordinance Number 43A does not require the City to ad- <br />vertise for the position. Mr. McLean asked if this had not been the practice in <br />the past? Mr. Zelinka said, this has been done before and it can be done now. <br />Mr. Schneider felt it would be difficult to find the right person for this posit- <br />ion. He had talked with Mrs. Anderson and felt she is fully qualified for the pos- <br />ition. <br />
