Even if the grader <br />came through it would help. <br />Mr. Karth said he had tried to get the grader over there today but he will not be <br />able to do any work for Lino Lakes until Tuesday or possibly Wednesday. <br />Mr. William Gillispie, who lives on the West end of Orange Street said the mail <br />man had told him today there will be no more mail delivery until something is done <br />about that street. Mr. Karth said they will take a look and try to get something <br />done. <br />Mr. Locher read the ordinance pertaining to partial maintenance. He said it could <br />be handled one of three ways; 1) request the bond (n West Shadow Lake Drive to be <br />renewed; 2) refuse to issue building permits until the street is brought up to <br />specifications; 3) construct the street and assess all affected property owners. <br />There was a question if the County Park owns part of the land that abuts this street. <br />It was felt they did not but it is the only entrance to the golf course and there- <br />fore they are benefited by what ever is done. <br />Mr. Zelinka reported that one of the Street in the Shenandoah project has a large <br />hole. Mr. Rehbein said that street will be torn up this week if he receives permi- <br />ssion from the Council to start the installation of the internal sewer system. <br />Mr. Locher read an Irrevocable Letter of Credit from the First National Bank of <br />Anoka establishing $156,000.00 as a guaranty that the internal system will be in- <br />stalled in Shenandoah. There is also a certificiate of insurance. Mr. Locher <br />said the letter is sufficient and he would recommend the construction be allowed <br />to proceed. A new letter of credit will be issued for the installation of the <br />streets once the sewer work is completed and accepted by the City. <br />Mr. Zelinka moved to issue the authorization for the sewer system installation in <br />Shenandoah to proceed. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Locher had been contacted by Mr. Palarski of Consulting Engineers for fee title <br />on two parcels of land 20' x 35' for location of the lift stations. Mr. Rehbein <br />said he had met with Mr. Palarski and the sketches are drawn and legal descriptions <br />have been written. One is for an easement and one is a fee title. Mr. Rehbein <br />asked if Council approval is required. <br />Mr. Locher felt the variances should be granted to protect the remaining portion <br />of the building sites. He advised this be put through the Planning and Zoning <br />Board and then to the Council. <br />Mr. Rehbein said he would get the map and legal descriptions to the Clerk and she <br />was instructed to put this matter on the April Planning and Zoning Board agenda. <br />Mr. Rehbein felt that his construction could proceed since this is a Metro request. <br />Mr. Webster was concerned as to where the lines were to be constructed and he was <br />advised to call the City Engineer. <br />Mayor Bohjanen reported to the people in the audience that Mr. Gotwald is working <br />on the cost estimates and will have a report ready for the next Council meeting. <br />Mr. Gotwald is also working on a feasibility study for the North Road improvements. <br />
