May 24, 1976 <br />Street to be considered. This had been done. <br />Mr. Locher reported on the matter of the Police Contract. The Council had met <br />with Mr. Bastain on May 13, 1976 and discussed some points. The $46.20 to be paid <br />is to be used for Health and Welfare Insurance, if not used for that purpose, it <br />must be declared on the income tax forms as income and this is a problem of the in- <br />dividual. i,n Article XXI, a sentence had been added to read "this payment to be <br />paid only if and so long as payment is made by Worker's Compensation." In Article <br />XXIII, the City is to pay clothing allowances only if the employee is 'required' <br />to wear a uniform, and in Article XIX the words 'full -time' to be inserted before <br />the word 'employee' in the first line. <br />Mr. McLean questioned the wording under Article XXI, would this tie the City to an <br />indefinite time as to payment for disability? Mr. Locher said, No, Worker's Com- <br />pensation will only pay for a certain length of time and then there is a lump settle- <br />ment. Mr. McLean asked how long the disability is paid? Mr. Locher said this dep- <br />ends on the doctor's reports. Mr. Locher felt that 52 weeks is the normal length <br />of time. <br />It was suggested that a group plan for health and welfare insurance be obtained <br />for use when negotiations are reopened on this matter. <br />This contract is to be dated as of this date. Mr. Schneider moved to accept the <br />contract with the additions noted at this meeting and to authorize the Mayor and the <br />Clerk to sign. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Karth moved the Police Clerk- Typist not be required to wear uniforms any long- <br />er. Seconded by Mr. McLean. Motion carried unanimously. <br />Chief Myhre interrupted to say he felt the Council had made a mistake. He thought <br />the people were more at ease when talking to someone in uniform. He said she had <br />been called in a few nights ago to assist with a female. <br />Mr. Karth asked on what basis they had called the CLerk- Typist in on a Police matter? <br />Mr. Schneider felt that the uniform is not necessary for a Clerk- Typist and he would <br />have to be convinced that it is. Mr. McLean felt the only things that could be <br />discussed this year is wages - holidays - and insurance. <br />Mr. Locher reported that some work had been done to aleviate the problems with <br />the properties on Andall Street. Mr. Mobley reported on his progress with the <br />owners and feels that the hazards will be corrected. <br />Mr. Randy Ross had presented an application for an off -sale liquor license for <br />the portion of the Corner Store that is now the game room. The application is in <br />order as is the bond but there is no insurance. Mr. Ross was in the audience and <br />said the policy was to be mailed to the office. The CLerk said it has not arrived. <br />Mr. Ross was questioned as to the location of this sales office and he said it would <br />be on the north side of the building and the portion that is the grocery store will <br />be closed off completely.. <br />Mr. Schneider asked if there was a need for another off -sale liquor store? Mr. <br />McLean asked if there is a limit to how many off -sale licenses the City can issue <br />and Mr. Locher said, No. <br />Mr. Karth moved to approve this application subject to receipt of proper insurance <br />documents. <br />1 <br />
