106 <br />June 28, 1976 <br />Mr. Karth moved to instruct Mr. Volk to pick up the fence and refer the matter to the <br />Park Board with the suggestion that new fencing for the back stop be considered as <br />soon as possible. Seconded by Mr. Zelinka. Motion carried unanimously. <br />The Police had been called on several occasions on complaints of careless driving in <br />that area, however, Chief Myhre said he had not been able to observe this as yet. He <br />had had no complaints on the parking, just the careless driving— There had been some <br />complaints of debris left in the area after games and Mr. Ferrance said his team pol- <br />ices the area at least twice a week and he felt the complaint was unjustified. Mr. <br />Ferrance said they would like to pick up a roll of snow fencing to block off the park- <br />ing from the field. Mr. McLean said he would agree to this on a temporary basis. He <br />suggested getting theposts and using them in the same manner as had been done around <br />the ball fields here at the Hall property. <br />Mr. Karth presented the Park Board report in the absence of Mr. Schneider. Mr. Charles <br />Cape had requested the use of the.Sunrise warming house from July 6th through the 23rd <br />for Fire Arms training classes. This had been approved by the Park Board. <br />There had been a question on the 60' outlot on LaMotte's addition. Mr. Simonsen had <br />asked about using that area for access to Centerville Lake. There is a drainage ditch <br />and there had been a suggestion of a foot bridge across this ditch, also, either some <br />assistance or advice in the matter of clearing the under brush. Mr.Simonsen said they <br />are not certain where the lot markers are. It was suggested Mr. Gotwald locate 'the lot <br />markers when he is yin the area. It may be possible for Mr. Volk to do this. <br />Mrs. Liljdahl had asked for a snow fence at Lino Park to protect the spectators from <br />balls and Mr. Karth reported this has already been taken care of. <br />The Park Board had also passed a motion to put a culvert off Main Street near the center <br />of the two ball fields and allow parking in the area between the fields. The area could <br />be bordered with railroad ties or snow fence to contain the cars. <br />Mr. McLean felt this is a stop gap measure and if the area is to be used as a parking <br />area, it should be listed as a primary priority and done the correct way. <br />Mr. Karth moved to refer this proposal to the Park Board for evaluation and specific <br />plans and cost figures. Seconded by Mr. McLean. Motion carr- <br />ied unanimously. <br />Mr. McLean reported on the Planning and Zoning Board meeting held on June 16, 1976. <br />The first item considered was the platting of an eighty acre parcel of land to include <br />a prh-'ate air strip. This was presented by Mr. Roger Kolstad. There was questions <br />and some discussion with Mr. Kolstad being advised to submit his plans to the Planner <br />and Engineer for their recommendations. <br />Mr. Blackbird, representing North - NorthEast Realty, presented a revised plat for Pine <br />Haven, with an extensive report from Dolan Engineering. Mr. Short and Mr. Gotwald had <br />concurred with Mr. Dolan's report. The Planning and Zoning Board had recommended app- <br />roval of this plat. <br />The notification of the hearing for the final plat must be published 10 days prior to <br />the hearing. This hearing may be held before either the Council or the Planning and <br />Zoning Board. There was a question of the legality of Mr. Karth voting on this matter <br />since he is employed by the same firm. Mr. Locher said that a majority of members pre- <br />sent may vote on setting a hearing. Mr. McLean moved to approve thePine Haven Plat. <br />Seconded by Mr. Zelinka.
