June 28, 1976 <br />Mr. McLean moved to set the final hearing for July 26, 1976 at 8:30 P.M. Seconded by <br />Mr. Zelinka. Motion carried with Mr. Karth abstaining. <br />Mr. John Landers had appeared before the Planning and Zoning requesting a special use <br />permit for the parking of cars on his property and the repair of small engines in his <br />garage. Mr. Zelinka asked if there had been a limit put on the number of cars to be <br />parked at that location and Mr. McLean said, No. Mr. Landers said there ,would be no <br />more than six cars at any one time and these are personal cars of the family. Mr. Lan- <br />ders had obtained signatures of two of the property owners and Mr. Shearen had asked <br />he get at least one more signature which he had done. <br />After discussion as to the time schedule for completion of the structure and the scr- <br />eening around the parking area, Mr. McLean moved to approve the recommendations of the <br />Planning and Zoning Board, following the time schedule for completion of the interior <br />structure before winter and the outside work within one year, screening of the parking <br />area with trees and shrubs, and no more than six cars to be parked in the area. Sec- <br />onded by Mr. Zelinka. Motion carried unanimously. <br />Mr. Mobley had presented the requirements of the State Building Code in the area of plan <br />inspection fees, re- inspection fees and Occupancy Certificates. The Board wanted some <br />time to study the plan checking fees. <br />Mr. LeVessuer had asked about splitting his lot on 77th Street. He was told he would <br />need a certified copy of a survey. He is on the agenda for the July meeting. <br />Mr. Blaine Edmundson presented a preliminary plat for 40 acres located at the end of <br />62nd Street. This land is divided into 29 lots. The Planning and Zoning Board had <br />recommended approval of the preliminary plat with the stipulations for at least 3 smil <br />borings, feasibility of on -site septic systems be confirmed, and these plans be sent <br />to the Planner and Engineer for their recommendations. Mr. McLean moved to accept the <br />preHminary plat on Colonial Woods. Seconded by Mr. Zelinka. Motion carried unanimously. <br />As soon as the above requirements are received, the final hearing can be set. <br />Mr. Karth reported the squad car is back on the road and the costs were under the est- <br />imated amount. <br />Four bids for the new pick up had been received. Ra Oh Thomas Chevrolet had submitted <br />a bid of $6950.00, Chas Olson - $7754.00, White Bear Dodge - $7793.00 and Northdale <br />Ford - $6539.16. The bid from Northdale Ford filled all specifications and delivery <br />date is August 25, 1976. Mr. Karth moved to accept the low bid of Northdale Ford for <br />delivery approximately August 25, 1976. Seconded by Mr. McLean. Motion carried un- <br />animously. <br />Mr. Zelinka asked about the method of paying for this truck - is it to be financed or <br />will the City pay cash? Mr. McLean felt the bid could be approved and the method of <br />paying discussed at a later meeting. The Clerk was instructed to put this on the agenda <br />for July 12, 1976. <br />Mr. Zelinka questioned the conditions of the streets. Mr. Karth said most are in pretty <br />good shape. Mr. Karth said that Mr•:.Karth said thrt Mr. Volk and Mr. Gotwald are work= <br />ing on cost figures for 24th Ave. North from 80th Street. He will present this recomm- <br />endation at a later meeting. <br />Mr. Zelinka questioned the condition of West Shadow Lake Drive and what were the plans <br />for that street? <br />The grader had been in this past week but it was felt the street will have to be raised <br />in order to avoid the problems that existed this Spring. Mr. Karth said a formal letter <br />
