June 28, 1976
to Mr. Burman requesting financidil assistance from the County will be sent. He said
he is working with Mr. Burman on this matter.
Mr. Zelinka asked that when the letter is written,:a request to put guard posts in on
the corner of Elm Street and Highway #8 be included. It seems that the Street is curv-
ing onto Mr. Zelinka's property more each year. Mr. Karth said he would include this
matter.
Mr. Zelinka suggested an estimate of cost be made for upgrading West Shadow Lake Drive.
Mr. Karth felt that he and Mr. Volk could do this. Mr. McLean asked if there is a need
for culverts and Mr. Karth said there are a couple that need to be upgraded. Mr. McLean
suggested getting the County Engineer to work with the City on the analysis of what needs
to be done in that area and mutually agree on the recommendations. Mr. Karth agreed.
Mr. Zelinka reported on the Personnel Commission meeting held June 25, 1976. The Comm -
ission had reviewed Mr. Volk's salary and had recommended a 5% increase effective July
1, 1976 but felt this matter should be presented at the July 12, 1976 meeting for Mr.
Schneider's thoughts of the effect this will have on the cash flow.
They had interviewed five prospective applicants for the position of a part - time
patrolman. The Personnel Commission had recommended Mr. Paul Ewald be employed and two
others be kept on file - Mr. Johnson and Mr. Auge.
Mr. Zelinka asked Chief Myhre to present Mr. Ewald's qualifications. Chief Myhre said
Mr. Ewald was a full time Policeman for St. Joseph - he has completed his BCA train-
ing and is certified by the State - he has a four year degree in Law Enforcement and has
also an internship with Brooklyn Center. Chief Myhre added that both Mr. Johnson and
Mr. Auge have had courses:: in Law Enforcement.
Mr. Karth noted that Mr. Ewald worked on a rotating shift - would this create any prob-
lems? Chief Myhre said, he had checked with Mr. Ewald and this would not present a pro-
blem. Chief Myhre recommended the hiring of Mr. Paul Ewald to fill the position on
the Police roster. Mr. Zelinka so moved with duties to begin as soon as possible.
Seconded by Mr. McLean. Motion carried unanimously.
Chief Myhre asked permission to purchase the necessary uniforms for Mr. Ewald. The
Council agreed this is the City's responsibility and asked Chief Myhre to submit a re-
quisition with a limited dollar amount which they can approve this evening.
Mr. McLean introduced the Resolution as required by the Metropolitan Council in con -
junction! n with the installation of the force main interceptor. The Council considered
the Resolution as prepared by Metropolitan Council Staff and the changes as recommended
by the Planning and Zoning Board. There were several other corrections and deletions
made by the Council. The following is a copy of the Resolution:
A RESOLUTION SPECIFYING THE INTENT OF THE CITY OF LINO LAKES TO PREPARE AND ADOPT PLANS
AND REGULATORY CONTROLS TO ASSURE THE PROTECTION OF METROPOLITAN AND CITY OF LINO LAKES
INVESTMENTS IN THE LINO LAKES INTERCEPTOR.
1
1
WHEREAS, the Metropolitan Council has approved plans and specifications for the Lino Lakes
interceptor and has directed the Metropolitan Waste Control Commission to provide ser-
vice to existing platted parcels of land in the Country Lakes Addition, the Shenandoah
III
Addition and to existing mobile home sites in the Baldwin Lake Trailer Park: and
WHEREAS, the Metropolitan Council has expressed its expectation that Lino Lakes, by
December 31, 1976, should prepare and adopt plans and regulatory cthntrols to assure
the protection of Metropolitan and Lino Lakes investments in the Lino Lakes interceptor:
