November 22, 1976 <br />IIIinstalled. Mr. McLean agreed. He felt the Rice Creek Watershed Board should be quest- <br />ioned as to their plans for controlling these wells and dealing with the potential pro - <br />blems of individual wells drying up. The Clerk was instructed to write to the Rice <br />Creek Watershed Board for their answer to these questions. <br />There is a continuing education seminar scheduled for assessors in Willmar on Dec. 7, <br />and 8th. The Clerk reported this 1.3 Continuing Education Units will fill her require- <br />ments to retain her certification for three years. <br />If the Council feels she should retain her certification, then she would like to attend <br />this seminar, if not, then there is no need. <br />Mr. McLean moved to authorize the Clerk to attend the two day classes in Willmar and <br />the City to pay her expenses. Seconded by Mayor Bohjanen. Motion carried unanimously. <br />The Clerk presented the financial report of which all members have a copy. She recomm- <br />ended the insurance premium to the Forest Lake Agency and the final audit from the James <br />Ray Insurance Agency be paid. Mr. Schneider so moved. Seconded by Mr. McLean. Motion <br />carried unanimously. <br />Mr. Karth reported the salt and fly ash is hereand mixed. Mr. Volk had saved about <br />$2.00 per ton. Mr. Karth reported that West Shadow Lake Drive is almost completed and <br />it is a big improvement. <br />Mr. Karth said that instead of putting a rebuilt transmission in the patrol car, a used <br />one had been purchased and installed. About $250.00 had been saved. <br />Mr. Schneider asked if Mr. Karth was working o;; a better reporting form and Mr. Karth <br />said that he was. <br />Mayor Bohjanen asked that his appreciation for the painting and repair of the flag pole <br />be conveyed to Mr. Volk. The pole has been painted and new pulley and rope put on. <br />Mr. Karth reported the City has the use of a dozer for the winter just for storing the <br />machine. Mr. Locher said to be sure the City is named with the insurance carrier. <br />Mr. McLean reported on the Planning and Zoning Board meeting held on November 17, 1976. <br />Mr. Welsch who ones Lot 2, Block 2, in Nordin Manor had appeared before the Board seek- <br />ing information as to the installation of the streets in that area so he can obtain a <br />building permit. Mr. Welsch was under the impression that since his property is located <br />within an accepted plat, the City would be responsible for the installation of the streets. <br />Mr. Welsch was told, that if the City installed the streets. Mr. Welsch was told, that <br />if the City installed the streets, the costs would be assessed to the benefiting property <br />owners. There is also the problem of having only a 33' easement for the street. It <br />would be necessary for an additional 33' to be obtained from the property owner to the <br />North. Mr. McLean asked if there would be other people involved in building and Mr. <br />Welsch said, possibly. Mr. McLean suggested that he present a petition for the install- <br />ation of the streets. Mr. Welsch said he would do some further checking and return. <br />IIIMrs. Butters, who had been before the Board earlier this year, returned with a plan for <br />the installation of a cul -de -sac at the end of Marshan Lane. This would make the parcel <br />of land open for a bulding permit. She presented a sketch and the footage was checked. <br />The Planning and Zoning Board had recommended approval of this. Mr. McLean moved to <br />Li___approve this making tract B acceptable as a bulding site upon the pwner providing an <br />accepted nd deeded road extension and a 100' cul -de -sac complying with the City Ord- <br />
