November 22, 1976 <br />inance 21, Sec. 10, with the City Engineer's approval, with 150' frontage on the said <br />road extension to be completed without black top this Fall with a bond or money in <br />escrow to be established for finishing in 1977, the amount to be set by the Engineer. <br />Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. McLean reported that Mr. Volk and Mr. Mobley have responded to the complaint dir- <br />ected against the Molin Concrete Plant. Mr. Gourley will talk to the man who complained <br />and explain what is being done. <br />Mr. Paul Albrect, of White Bear Lake, had presented a preliminary plat for land located <br />in the SouthEast section of the City. A letter from the Engineer and the Planner sett- <br />ing forth some recommendations had been received. This plat must be considered by the <br />Rice Creek Watershed Board and a copy of the plat has been sent for their consideration. <br />Mr. Albrecht does not have the soil borings completed as yet. Mr. McLean questioned <br />Mr. Locher on the procedure for handling this plat. Mr. Locher said that more data would <br />be needed before approval. He felt Mr. Albrecht should be encouraged to continue. Mr. <br />Locher felt this could be approved as a preliminary concept. <br />Mr. McLean moved to accept this preliminary concept subject to the recommendations of <br />the Planner and Engineer, with more data to be received and the recommendations be sat- <br />isfied. Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Bruce Borden, represented by Mr. Blackbird, presented the Board with a proposed <br />new business to be located in the old City Hall building on Lake Drive. Mr. Borden <br />manufactures insulation from news print. He plans the construction of several pole <br />type buildings with concrete floors since this paper must be kept free of moisture. <br />He plans to purchase several acres to the East for the construction of these buildings. <br />Mr. Blackbird asked what was necessary for the use of this land and was told to submit <br />an application for rezoning. Mr. Blackbird said he would pick up the forms at the <br />Clerk's office. <br />Mr. Blackbird also asked what he had to do to get a bulding permit on land located at <br />the end of 79th street? The Board suggested that a cul -de -sac be installed within the <br />property which would give the parcel of land 150' frontage on a street. <br />Mr. Karth said the survey on this land had been done in 1964, would it not be grand - <br />fathered in under the new ordinance? Mr. McLean said this is just a survey, not a re- <br />gistered plat. Mr. Blackbird said he would think about it. <br />Mr. Glenn Rehbein appeared asking for information for the use of an easement 33' wide <br />to gain access to lands he owns bordering 1 35 W just west of the Skelly Station. The <br />general consensus of the Planning and Zoning Board was Mr. Rehbein should attempt to <br />get an additional 33' easement for a regular street into the property. There is a land- <br />locked parcel along this easement and it was suggested perhaps a trade could be worked <br />out. Mr. Rehbein said he would see what could be done. <br />Mr. McLean presented the Planning and Zoning Board with a report on the progress report <br />on the Chain of Lakes Park. A booklet has been prepared and will be presented to the <br />Anoka County Commissioners. The Anoka County Park Board plans an official presentation <br />to the communities involved in this Park sometime in January. Mr. Mc Lean will keep <br />this Board informed. <br />Mr. Schneider reported on the meeting of the Park Board held on November 15, 1976. <br />Both hockey associations had been represented at the meeting and the flooding of the <br />rinks had been discussed. Also, the rental of a trailer to be used as a warming house here <br />at the Hall rink. The cost is $90.00 per month and does not have bathroom facilities. <br />1 <br />1 <br />
