November 22, 1976 <br />IIIThere was some discussion as to who is responsible for injuries on the rink. It was <br />felt the City is covered by the liability insurance but the Associations should also <br />provide coverage. <br />Mr. McLean moved to authorize the rental of the trailer unit for three months subject <br />to supervision being provided by the Association. Seconded by Mr. Karth. Motion carr- <br />ied unanimously. <br />Mr. Schneider reported that he had talked to Mr. Anfinson and he will be in the offices <br />sometime around the later part of November or the first of December. Also, the letter <br />of authorization should be signed and returned. Mr. Schneider said there are two alter- <br />natives but he felt this year the audit should be done as in past years. Mr. Schneider <br />moved to authorize the audit procedure Number 1, the letter to be signed and returned <br />to Mr. Anfinson. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Schneider said he had attended a meeting at the MMTC on November 13, 1976 that had <br />been concerned mostly with the remodeling of the facility and the handling of juveniles. <br />There wi I I be more later. <br />Mr. Locher had checked the legal descriptions on the Huber variances and said they were <br />in order. <br />Mr. Locher said he had had a call from Mr. Kronholm and the check for the assessments <br />would be ready this coming week. However, Mr. Kronholm felt the real estate assessment <br />is too high and he would like to take Mr. Kelling with him when he goes to see Mr. Kron- <br />holm. Mr. McLean so moved. Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Locher reported the unemployment payments for Mrs. Oman had been approved by the Un- <br />enployment service due to the fact she had left here to go to a higher paying job. Mr. <br />Locher said the City could appeal this decision but he was unsure of the outcome. He <br />felt this matter should be brought to the attention of the State legislature. <br />Mr. Karth said there is a meeting in Blaine on this subject sometime this coming week. <br />Mr. McLean asked what the next move should be and Mr. Locher said there is one more <br />appelate to appeal. Mr. McLean felt it should be determined what percentage of this <br />unemployment compensation is the responsibility of the City and at hat point this will <br />cost more to appeal than to pay. Mr. Locher felt this could very well go against the <br />City since the decision to pay has already been determined in Mrs. Oman's favor twice. <br />Mr. Schneider moved to follow through on this matter and poll the Council by phone. <br />Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Locher reported on the meeting with the mediator on the Union matter. He said both <br />sides had presented proposals - the mediator will consider them and get back to Mr. <br />Locher. He had hoped to hear from them before this meeting, but had not. <br />Mr. McLean asked if the City's offer was in the area of the union demands and Mr. Locher <br />said, Yes, with the exception of the holidays. <br />IIIMr. Schneider asked if the mediator was aware of the fact this department must remain <br />within the budgeted amount and Mr. Locher said, Yes. It was pointed out that if the <br />increase is over the budget and the City cannot afford the demands, services will be cut <br />in the Police Department or other City services will have to be curtailed or possibly <br />both. <br />
