203 <br />January 24, 1977 <br />IIIbeen an organizational meeting with Mr. Resch being elected as Chairman and Mr. Gredvig <br />Vice - Chairman. <br />There had been discussion of one member of the Park Board taking the minutes thereby <br />eliminating the need to pay Mrs. Anderson for doing this but the idea was rejected <br />by the Board. <br />The Board expressed concern about Mrs. Billik' wood fuel supply. After some discuss- <br />ion no action was taken. <br />Mr. Schneider said he had been consulting the book that spells out the financial re- <br />ports that must either be published in the official paper or posted in three places <br />within the City. He said he does not have the latest book but Mr. Anfinson is sending <br />him one. As soon as this arrives he will get together with the Clerk and Mrs. And- <br />erson and get the form completed. <br />Mr. Schneider reported on the Advisory Board meetings at the MMTC. He said there had <br />been good cooperation from the corrections department in the matter of converting the <br />facility. He will keep the Council informed as to the progress. <br />Mr. Zelinka reported the Personnel Commission meeting scheduled for Thursday, January <br />20, 1977 had been cancelled due to illness of two of the members. However, a meeting <br />has been scheduled for Thursday, January 27, 1977. This will be an organizational <br />meeting and to discuss a benefit program for the employees. <br />IIIMr. Zelinka said he had been contacted on the timing schedule for salary increases <br />for the employees. It was felt there are funds available for the increases to become <br />effective January 1, 1977. <br />Mr. Schneider said he has mixed emotions on this matter. The 1977 Budget had been <br />cut back and he felt the 1977 cash flow projections are not all that good. Mr. Sch- <br />neider said the cash flow is flexiable but at this point in time, he would have to vote <br />against this increase. He felt this is a matter of priority and he asked if there <br />is a City policy in matters such as this. <br />Mr. Zelinka said there has been no policy or procedure but there had been suggestions <br />of possibly backing up to February 15, or March 1, for this year and then backing up <br />to the first for next year. The approximate cost for these increases would be about <br />$2,400.00. <br />Mr. McLean asked if this $2,400.00 included both the wages and benefits and Mr. Zelinka <br />said, No, that is just for wages. Mr. McLean felt this should be a priority item of <br />business for the next Council meeting. <br />Mr. Zelinka read a letter from Representative Neisen noting a bill he will introduce. <br />This bill designates the County Attorney as the prosecuting attorney for all Highway <br />Patrol offenses. The fines are split three ways after the Court costs are deducted. <br />The County, Highway Patrol and City each receives one -third of the remaining amount. <br />Mr. Locher said there is also a League sponsored bill that would require the County <br />IIIAttorney to prosecute all misdemeanors and the City takes care of Ordinance violations. <br />Mr. Locher felt the County Attorney's office could not handle the volumne at the pre= <br />sent time and would have to be expanded if this becomes the law. <br />Li..._ Mr. Zelinka felt this City is being penalized by having the two freeways going through <br />the City and should not bear the cost of prosecuting violations issued by the Highway <br />
