March 31, 1977
..The Anoka County Park Board has applied for a burning permit in the Park area. This
will be in the area off Main Street. More information on this matter will be
sent after the request has been reviewed by the PCA and the Metropolitan Council.
..Payment for sewage hauling for the month of February has been received in the amount
of $988.00; municipal fines in the amount of $533.17.
Under the Mayor's Report, Mayor Bohjanen asked Mr. Larry Johnson, Chairman of the Per-
sonnel Commission to present his report on Insurance for the employees.
Mr. Johnson said he had looked at a number of policies and felt the Wisconsin Employees
Group presented the best coverage for the least cost. The plan would cost the City
$272.00 per month. This pays the employees hospitalization and 2 the dependent cover-
age, includes a $5,000.00 life insurance policy on the employee only and the employees
will pay the disability premium. Mr. Johnson said the Clerk had waived her option on
the hospitalization thus saving the City money on their portion of the premium. He
reported the Personnel Commission recommended she be paid by separate voucher $20.00
per month. This policy will cost the City $2,664.00 more per anually than it is now pay-
ing. The average benefits around the Twin City area is $47.00 per person - this policy
amounts to approximately $48.00.
Mr. Schneider asked what would happen if the Police came into this plan and Mr. Johnson
said the premium would be lower. Mr. Schneider said money for this is not in the budget,
but this is something that has to be. He felt, if this goes into effect, something would
have to be worked out in order to include in cash flow. After some discussion, Mr.
Schneider moved to accept this policy, effective April I, 1977, to include Mrs. Anderson,
Mrs. Sarner to be paid $20.00 per month by separate voucher. Seconded by Mr. Karth.
Motion carried unanimously.
Mr. Hal Leibel, who lives on Mound Trail appeared before the Council questioning the
placement of the street near his home by the Park Department of Anoka. There was dis-
cussion on the location of the present street and where the new one is planned. Mr.
Leibel felt the new location would create a traffic problem near his home. He was ad-
vised Mr. McLean is on the Advisory Board and suggested he be contacted. The Clerk
was instructed to contact Mr. Torkildson by mail and ask for information on this street.
Mayor Bohjanen asked the Clerk to have Mr. Torkildson call him.
Mayor Bohjanen had received a letter from Mr. John Boland requesting a meeting as soon
as possible for discussions on the problems in connection with the installation of the
interceptor. Mr. Karth moved to set this meeting for April 6, 1977 at 7:30 P.M. at the
City Hall, with Mr. Locher and Mr. Gotwald to be present. Seconded by Mr. Schneider.
Motion carried unanimously. This is necessary
for him to retain his certification.
Mr. Karth presented the Council with a proposal for the purchase of a street sweeper.
This matter was discussed with a decision postponed until the April II, 1977 meeting.
The Clerk is to put this matter on the agenda.
1
In the absence of Mr. McLean, Mr. Karth presented the Planning and Zoning Board report.
Mr. Arnt, of Arnt Construction had appeared before the Board seeking permission to erect
a building on property purchased from Acton Construction.
